The California Public Utilities Commission (CPUC) is seeking to hire student assistants, for the summer (May-August), that will offer administrative support, while offering a terrific opportunity to learn about the inner workings of the agency. The student assistants will also assist with records retention, workshops, career fairs, travel, training, recruitment and more.

As this is a summer position only, candidates do not need to be attending an affiliated college or be currently enrolled in courses.

Employment

This is a part-time, temporary, non-benefited, student position. Employment in all positions with University Enterprises, Inc. is dependent upon the mutual consent of University Enterprises, Inc. and the employee. This means that either University Enterprises, Inc. or the employee can, at any time, terminate the employment relationship at will, with or without cause.

Depending on the type of position you are applying for, a pre-employment background check consisting of one or more of the following may be conducted: employment history, professional references, criminal check: educational verification (degree, license, or official transcript) or DMV clearance. Applicants will be required to pass required pre-employment checks to the satisfaction of University Enterprises, Inc. (UEI) and the hiring Agency or Department.

UEI does not allow students to hold more than one UEI Job at a time, or work in more than one account per pay period. UEI employees who are considering leaving their current UEI Student assistant position for a different UEI student assistant positing should inform their supervisor in writing and provide at least a week’s notice.

UEI is not a multi-state employer. UEI only employs candidates who live and work in the state of California. If selected for the position, you must reside in California and all work must be performed in the state of California.

Must be a college student attending classes during the regular term (Fall, Spring and Winter, if applicable), at one of the accredited colleges or universities on our affiliation list.

Students must be enrolled in at least: six-semester units or nine quarter units for undergraduate students; four-semester units or six quarter units for graduate students.

Work Schedule

F lexible workdays and work hours, Monday – Friday, between 8 AM – 5 PM. The final work schedule will be determined by the supervisor.


Additional Work Schedule

Student Assistant and Graduate Assistant employees generally work up to 24 hours per workweek (Sunday – Saturday) during the academic year and up to 40 hours per workweek during breaks; (winter, spring, and summer).


Minimum Qualifications

  • Working knowledge of office equipment, like printers and fax machines.
  • Proficiency in MS Office (MS Excel and MS PowerPoint, in particular).
  • Excellent time management skills and the ability to prioritize work.
  • Excellent written and verbal communication skills.

Preferred Qualifications

  • Prior work experience that relates to tasks.
  • Individuals who are, or have been, a dependent child in foster care, a homeless youth or a formerly incarcerated youth as defined by Government Code section 18220 are encouraged to apply and will be given priority. Please note that prior to appointment, individuals claiming preference under one of these categories will be required to furnish documentation establishing their eligibility.

Duties and Responsibilities

RECORD RETENTION: Assisting in our records retention efforts, preparing Advice Letters and gathering for shipment to Sacramento Records Center. This effort will require putting all pre-2018 Advice Letters into boxes, and shipping to the Sacramento Records Center. This will be a significant effort that will require a good amount of time and attention. As well, we will need candidate to provide assistance to Records Retention liaison with maintenance of hard copy files to ensure they are filed securely and easily locatable, and as appropriate sent to off-site storage. Will also assist with archiving of digital copies, in concert with branches as appropriate, for safekeeping and traceability per State Records Management Act guidelines. Will also Respond to Public Records Act requests and investigating where this material may be found, either onsite or in archives and working with Legal and/or management to procure.

WORKSHOPS : Provide support to the Public Workshops and meetings, including logistical and technical support for workshops and conferences for staff and management to meet their needs. This work will include and not be limited to, acting as liaison for all workshop set-up needs and working with staff and managers to help set up and prepare for workshops, working with the Information Technology (IT) Division to make sure all needs are met, attending workshops as necessary to assist with needs as they arise, monitoring public comments and working with workshop coordinator to ensure all parties have access to forums.

ADMINISTRATIVE SUPPORT : Helping to coordinate monthly training calendar with the Training Manager, helping to organize Power Hour and Software Clinic in collaboration with lead analyst, notify staff of future training opportunities through email and on the Resource Page, help to update CPUC intranet training page with new training opportunities, assisting with manager-ship of Training inbox, responding to miscellaneous training requests, sending and managing post training surveys to employees who have attended training, assisting managers in approving California Human Resources (CALHR) training requests, creating Environmental Safety Sustainability and Risks (ESSRs) for staff training needs, following up with the CPUC Contracts Office on the status of the submitted ESSR Forms for training.

Candidate may also be asked to assist with:

  • Reviewing out of compliance ordering paragraphs (COPs).
  • Career Fair needs (virtual and in person)
  • Travel and training.
  • Updating PBB and other guides
  • Updating SharePoint pages.
  • Updating recruitment page.
  • External Postings - working with Talent to post JOBs in various sites.
  • Telework/Hybrid coordination.

Physical Requirements

Sit for extended periods; frequently stand and walk; manual dexterity and hand-eye coordination; corrected hearing and vision to normal range; verbal communication; use of office equipment including computer workstations, telephones, calculators, copiers, printers, and scanners with or without reasonable accommodation.

Work is performed in a hybrid office and/or remote work environment.

The CPUC's Energy Division develops and administers energy policy and program to serve the public interest, advise the Commission, and ensure compliance with the Commission decisions and statutory mandates. The Energy Division provides objective and expert analyses that promote reliable, safe and environmentally sound energy services at lowest reasonable rates for the people of California.

The Energy Division provides technical support to the Commissioners and their offices, and the Administrative Law Judges. The Energy Division drafts resolutions for formal consideration by the Commission. Resolutions generally result from informal utility requests called Advice Letters, which are submitted by utilities to request rate and tariff adjustments.

The Energy Division through its Federal Policy and Ratemaking Section represents the Commission in Federal Energy Regulatory Commission (FERC) and court proceedings.

The Energy Division assists the Commission in its regulation of four types of Investor-Owned Utilities (IOUs): Electric, Natural Gas, Steam and Petroleum Pipeline Companies. Commission-approved tariffs (official rates and terms of service) for these four types of IOUs are maintained by the Energy Division.
