NATURE OF WORK:
This position performs semi-skilled labor, occasional operation of equipment, placement of concrete and asphalt in the construction, repair, and maintenance of City streets, alleys, and infrastructure, including water mains, sanitary and storm sewers, inlets, valves, and vaults. This position also assists with or independently performs landscape maintenance, snow and ice management, and other tasks as may be assigned and conditions require. The work may include that a portion of time is spent operating wheel loaders, street sweepers, vactors, backhoes, skid steers, bucket trucks, and other medium and heavy-duty equipment. Employees may be assigned tasks of similar or higher level classifications to gain experience and training in preparation for advancement. Maintenance tasks of a semi-skilled or unskilled nature are performed when not operating equipment. This position requires both scheduled and unscheduled overtime for emergencies and special projects, including weekends and holidays. Safety equipment such as hard hats, safety glasses, reflective vests, gloves, earplugs, and steel-toed shoes are worn.

SUPERVISION:
Work is performed under the general supervision of a supervisor or lead worker (Crew Leader or MW II). Assignments will vary from season to season. Instructions, either verbal or written, are in the form of the work to be completed, with the employee responsible for completing the work according to Departmental and City work rules and safety regulations. Guidance is provided through rules and regulations, policies and procedures, Union Contract, Personnel Rules, OSHA, and other governing Agencies. Work is checked during and at the completion of a project through observations, meetings, and feedback from the supervisor and other employees; work is evaluated at least annually for attendance, quality, and performance, including the safe and skilled operation of equipment, adherence to work rules, completion of assigned duties and unbiased interpersonal interaction with co-workers, superiors and subordinates during the course of assigned tasks.

PUBLIC CONTACT:
The employee has regular contact with other City employees during the performance of assigned tasks and duties. The employee has occasional contact with the public to answer/address questions, provide information, as well as to explain work activities and specific assignments; some contact may be of a difficult nature; employee shall be calm and even-tempered at all times, shall use common sense, tact and good judgment at all times, and shall refer citizen critique and/or complaint to superiors, supervisors or other management/administrative staff timely as need arises. The incumbent is expected to deliver superior quality civic services and interactions at all times, ensure tools and equipment are clean and properly maintained prior to during and after use, and understands that they represent the City at all times (regardless of being on or off of shift), and shall display a professional bearing at all times.

PHYSICAL REQUIREMENTS OF WORK:
Ability to work outdoors during seasonal and inclement conditions including extreme cold, high winds, rain, snow, sleet, high temperatures, and humidity. Ability to lift and move objects weighing up to fifty pounds without physical or mechanical assistance. Ability to stand for long periods of time, bend and work woutdoors with limited lighting. Ability to work around noise, the general public, chemicals, vehicle or equipment fumes and gasses, dust and dirt.

Essential Functions

  • Operates small or large dump trucks to haul, spread or dump materials and to plow snow and spread salt, being alert for pedestrians, traffic, or obstructions that may cause damage to self, others, and/or equipment.
  • Efficient and safe operation of street sweeper and/or various pieces of equipment to maintain and clean streets, alleys, parkways, and rights-of-way; uses judgment and caution to avoid injury and damage to self, equipment, and surroundings.
  • Removes existing pavement and patches pavement cuts and holes in streets; seal cracks and applies surface treatments to pavements.
  • Places concrete, asphalt, and brick pavers and completes removal of these materials as needed.
  • Removal of traffic hazards from roadways.
  • May assist with utility work including but not limited to storm sewers, sanitary sewers, and water mains in times of need or absence.
  • Is required to use proper Personal Protective Equipment during the performance of all tasks at all times.
  • Safely, operates assorted equipment which may include a large tractor with a variety of attachments, backhoe, sweeper, and skid steer.
  • Checks condition of equipment daily and performs pre and post-trip inspections and reporting as required.
  • Performs preventative maintenance tasks such as making simple adjustments, replacing minor parts, and lubricating equipment.
  • Demonstrates continuous effort to improve operations, streamline work processes and work cooperatively and jointly to provide superior customer service.
  • Performs a variety of maintenance tasks including but not limited to landscaping, grass cutting, striping, trash and litter pickup, tree and vegetation management through trimming and removals, installation and removal of banners and signage, and other street décor.
  • Will be required to work overtime as assigned (both evenings and weekends), and shall report for overtime call-outs within 30 minutes of receiving notice to report.
  • May perform other duties within the scope of this classification standard as required as directed by the Crew Leader, Foreman, or Director.
  • Attend training as directed, and ensures the safe and efficient use of tools and equipment.
  • Provide reasonable cleaning of vehicles, equipment, garage, and/or work area with and without direction

Minimum Qualifications

  • Possession of a high school diploma or GED and/or three (3) years related work experience in public works maintenance, concrete, and asphalt; or any equivalent combination of training and experience that provides the following knowledge, abilities, and skills;
  • Considerable knowledge of the maintenance methods and operating characteristics of equipment and tools used by public works maintenance workers.
  • Considerable knowledge of the operating hazards and safety precautions of equipment and tools used by public works maintenance workers.
  • Ability to safely and skillfully operate equipment used during the performance of duties.
  • Knowledge of techniques and methods of street and alley repair/maintenance.
  • Ability to operate power-driven machinery such as a jackhammer, pneumatic tamper, concrete saw, and other equally sized equipment.
  • Ability to read and write.
  • Ability to understand and follow verbal and written instructions.
  • Ability to perform work without close supervision.
  • Ability to establish and maintain acceptable bearing and effective working relationships with supervisors, co-workers, other employees, and the public.
  • Ability to respond to the public in a friendly and courteous manner – superior customer service skills.
  • Considerable knowledge of work rules and safety regulations.
  • Ability to record and keep records of work performed, materials consumed, and supplies or equipment used during the performance of tasks and duties.

Special Licenses & Requirements
Possession of a valid CDL driver's license, (Class B and above with air brakes certification, or ability to obtain same within 90 days of employment), and safe driving record.
