POSITION SUMMARY
EBCE is seeking to hire a full-time Sr. Program Associate, Micromobility and Passenger EV Adoption reporting to the Vice President of Local Development. EBCE is looking for candidates that can develop and implement programs and projects to increase the adoption of light-duty electric vehicles (EV) and micromobility solutions such as eBikes among residents and visitors throughout our service territory.
POSITION DETAILS
Essential Duties and Responsibilities:

  • Develop and administer programs and projects that increase the use of light-duty passenger EVs and micromobility solutions in EBCE’s territory.
  • Set annual objectives for program accountability; provide periodic updates to senior leadership.
  • Develop and deliver an annual evaluation and ongoing strategic updates on the program to ensure improvements to operations, equity, and sustainability.
  • Follow market trends in the light-duty passenger EV and micromobility spaces and related initiatives especially those that increase equitable access among all residents including EBCE’s low-income customers.
  • Represent EBCE before a wide variety of internal and external stakeholder audiences; prepare and deliver presentations to local/regional/state agencies, elected officials, industry, community-based organizations and community development advocates.
  • Coordinate across regional transit agencies and EBCE’s Joint Power Authority member cities to confirm the additionality of programs and projects to minimize duplication of efforts.
  • Process incentives as required for select programs and projects such as e-bikes, EV car sharing, and passenger EV adoption among residents including: participation eligibility, incentive verification, corresponding with customers to ensure complete applications and general Q&A support, incentive payment processing, and ensuring customers receive incentives in a timely manner.
  • Manage transactional activities with external partners including invoices, payments, data requests, verifications, reporting, and procedural questions.
  • Develop and manage relationships with EV and micromobility vendors, their teams, and relevant community-based organizations.
  • Assist in the design and implementation of customer recruitment strategies for various programs and pilot projects.
  • Assist in preparing draft collateral and website copy, and working with EBCE’s Marketing team to implement outreach and marketing materials.
  • Support EBCE’s internal Salesforce system with data imports, reports, and lookups as well as assisting with testing new features and coordinating with partners as needed regarding data exchange issues.
  • Coordinate development of EBCE documents including Requests for Proposals, Request for Offers and/or Request for Information solicitations; develop solicitations, participate in review and selection of proposals.
  • Draft staff reports for EBCE Board of Director and Committee meetings.
  • Other duties as required

Minimum Qualifications:

  • A minimum of 5 years of relevant work experience, including experience in energy and/or transportation program or project management: transportation electrification, micromobility or equivalent
  • Previous experience with micromobility-related CPUC, CARB, CEC and local government policy or similar
  • Experience leading projects or programs
  • Take responsibility, work independently, and think critically
  • Demonstrate patience, tact, and courtesy in interactions with internal staff and external parties
  • Have strong business awareness
  • Strong attention to detail
  • Ability to prioritize and multitask
  • Ability to work independently on projects with minimum supervision
  • Excellent written and verbal communication skills
  • Working knowledge of basic software programs including Microsoft Office applications

Compensation and Benefits
The salary range for this position is $128,890 - $146,201. The exact compensation package offered will be dependent on candidate experience.

Location and Working Conditions
This position will be based in EBCE headquarters in Oakland, near BART. EBCE's team has a hybrid approach inclusive of in-office and remote work. This role is expected to go into the office 2-3 days a week. We are not providing relocation or sponsorships currently.

Licenses/Certificates
