Primary Purpose

Functions as the company's expert in a specific engineering discipline. Provides technical support within the Gas Storage Operations and Reservoir Integrity and Engineering organizations for operation, maintenance, integrity verification and capital improvements. Primary focus is risk and threat identification, adherence to API Recommended Practices (specifically API RP 1171), creation/implementation of the risk management program and compliance with new regulations.

Duties and Responsibilities

  • 35% - Support risk management of Storage assets: - Assistance in strategic storage field planning, risk identification and mitigation- Perform risk assessments utilizing technical and professional work knowledge and abilities, requiring application of standard techniques, theory procedures and criteria in carrying out a sequence of related engineering task.- Take a leadership role in risk management process and program creation, implementation and maintenance.- Take a leadership role in the creation/implementation/maintenance of the risk model- Prioritize the preventive and mitigative maintenance of Gas Storage facilities based on asset health and risk scores.
  • 20% - Provide technical expertise within the department and Company. Provide technical advice to junior staff members and review technical results, evaluations and analyses.
  • 35% - Support development and implementation of Storage integrity related processes and procedures: - Develop and provide input on Company standards, specifications and procedures governing selection, design, application and operation of materials, components and systems, which meet Company needs on a long term basis and with optimum economic considerations.- Participate in and provide technical input to review of proposed changes to codes and standards. Recommend modifications to Gas Standards that reflect regulatory changes.- Represent the Company’s interests on industry committees regarding codes and standards.
  • 5% - Ensure that changes in regulatory or code requirements are reflected in the appropriate local policies and practices and in the modifications to applicable plant equipment and processes.
  • 5% - Stay abreast of the latest changes, trends and technological advancements in the industry through attendance at conferences and seminars, continuing education, literature, etc. Educate SCG management on latest trends.
  • 5% - Performs other duties as assigned (no more than 5% of duties).
Education

  • Bachelor's Degree Petroleum Engineering or other technical discipline Required
  • Master's Degree Engineering or other technical discipline and business training Preferred
Experience

  • 10 Related engineering experience, 5 of which in oil and gas operations or equivalent. Required
  • Previous experience with Risk engineering/Risk Modeling Preferred
  • Rig supervision experience Preferred
  • Familiarity with API 1170/1171 and or API RP 580/581 Preferred
Skills and Abilities

  • Must have a working knowledge of petroleum software and good computer skills. Process knowledge is desirable
  • Judgement required on details of work and in making preliminary selections and adaptations of risk/economic alternatives and principles.
  • Must be able to act with a high degree of independence.
  • Must possess strong leadership skills and demonstrate good management practices.
  • Must possess knowledge of project management theories and concepts, engineering practices and concepts, and cost analysis, and be able to apply this knowledge in daily operations.
  • Must have strong engineering background, as well as strong technical writing and verbal communication skills.
  • Must be able to identify and resolve conflicts in schedules, or the relationship of interdependent functions such as cost, schedule and quality parameters.
  • Must be able to determine program or project requirements, assess the abilities within the work group and appropriately delegate to team members. Responsible for providing team goals and evaluation performance.
  • Must be able to motivate personnel and deal with performance problems.
  • Requires the ability to assess the potential financial impact of a project on the Company, as well as the impact on existing Company facilities and operating, marketing, and regulatory philosophies and procedures.
  • Must possess the ability to review complex problems and propose innovative solutions, which involve technical, economic an strategic issues, and may link new concepts and technologies.
  • Must be able to prepare and review complex engineering calculations and analyses.
Licenses and Certifications

  • Valid California Driver’s License or reliable transportation Required
  • Registration as a professional engineer in the state of California Preferred
