About this opportunity:
Reporting to the Director, Downstream Joint Ventures, the Senior Specialist, WRB Refinery Partnership will participate in the PSX WRB Refining LP’s refining and commercial optimization process.
The Senior Specialist will be Seconded to the Borger Refinery to and effectively communicate observed PSX performance in implementing the WRB Operating and Commercial Agreements.

Responsibilities:
  • Participate in WRB Borger Refinery’s operations and commercial optimization process
  • Participate on key Borger Refinery committees such as RLT, turnaround, and environmental
  • Monitor PSX performance implementing WRB operating and commercial agreements
  • Monitor PSX performance implementing HSE policy and learnings
  • Collaborate with PSX in the development of the strategic plan and capital program
  • Provide effective non-authoritative leadership, building alignment with Borger Refinery PSX Teams to identify areas of influence to improve outcomes of governance activities
  • Align Borger Refinery business initiatives with corporate strategic drivers such as capital efficiency, excellence in operational reliability, safe operations, and protection of the environment
  • Understand legal Agreements between Joint Venture partners and the Refinery to ensure CVE is provided full transparency as the non-operating partner
  • Understand market activities effecting WRB operations and earnings
  • Ensure effective communication of operating/optimization information back to Cenovus
Deliverables:
  • Attend relevant commercial team meetings involving WRB supply, sales, marketing, constraints, and distribution and provide input as member of PSX Regional Refinery Optimization Team in key commercial / business processes, including Short Term Optimization Plan, refinery optimization, feedstock purchase strategy, product distribution, contracts including storage, and price risk management outside of the reference case.
  • Interface with Borger Refinery planning and economic teams supporting refinery optimization
  • Interface with Cenovus Refinery Partnership Managers for conforming procedures, actions, and analysis as appropriate
  • Interface with CVE and PSX teams to develop and monitor WRB risk strategies and implementation.
  • Collaborate with PSX to ensure common understanding of WRB agreements and participate in WRB training sessions for PSX personnel.
  • Review investigations, ensure quality, and verify action items are completed
  • Support annual audits that ensure Partner adherence to WRB Agreements
Qualifications:
  • Must be legally eligible to work in the United States
  • Bachelor of Science required in engineering and/or relevant experience
  • Bachelor’s degree in Chemical Engineering preferred
  • Minimum of 20 Years Refining & Marketing experience
  • Contractor/Consulting type experience and/or has worked with several different companies.
  • Previous Commercial Joint Venture experience
  • Marketing/Commercial experience in the following would be considered an asset:
  • Global and Regional Supply/Demand Fundamentals
  • Trading and Commercial /Marketing experience
  • Commercial Business Analysis & Risk Assessment
  • Refining Experience
  • Planning and Economics
