We are seeking a talented individual for a Senior Proposal Manager, Government Sales who is responsible not only to manage the development and completion of RFP responses and related Government procurement proposal life cycle activities, but also to maintain the RFP repository/library, conduct the RFP reporting, and provide other functions that support our Government Growth and Strategy team.
Our team is small and collaborative. Solid communication (both written and verbal) and proposal/project management skills are a must. Our ideal candidate has strong expertise in Federal Government proposal preparation including attention to detail and accuracy, a track record of winning proposals, and the ability to work with a broad set of internal/external stakeholders.

Responsibilities:
  • The Senior Proposal Manager is responsible for the planning and direction of all aspects of Government proposal development.
  • Responsible for timely production of responsive proposals for Government (Federal and/or State) procurements to include all proposal volumes (technical, business, other) and not limited to: preparing submissions with the proper pricing, technical scope, and representations and certifications.
  • Planning, organizing, and managing those activities necessary to respond to RFPs with compliant, competitive, and compelling proposals; and tracking and reporting on the status of proposal activities.
  • Collaborate with senior management, other growth and strategy team staff, the commercial proposal team, other departments and functional areas, as well as external partners/consultants in performing proposal manager duties.
  • Develop and maintain Government proposal response database/library and proposal tracking tools (e.g., Microsoft Dynamics, SharePoint, etc.).
  • Manage, create, and produce Cotiviti Government sales-related deliverables under strict deadlines.
  • Participate in supporting proposal strategy to include the proposal win strategy, win themes, proposal writing and solution(s).
  • Research and maintain relevant Cotiviti contract performance statistics and relevant industry/market statistics/sources for proposal use.
  • Maintain knowledge of Cotiviti services, solutions, and products.
  • May support or assist in other growth and strategy team-related activities including but not limited to: market research, competitive research, and opportunity research.
  • Complete all special projects and other duties as assigned.
  • Manages contracted/outsourced resources to augment existing staff as well as assigned internal proposal support resources, as needed to respond to proposals.
  • This position is responsible for all aspects of Government procurement proposal development including but not limited to: pre-solicitation, written proposal response, oral presentation response, Q&A’s, best and final proposal response, industry days, requests for information, sources sought responses, and draft SOW/RFP responses.
  • Develop and maintain a written standard process/procedure(s), as well as necessary training for proposal resources and related stakeholders.
Qualifications:
  • Bachelor’s degree in English, Business, Marketing, Public Administration or other relevant field required. Masters’ degree preferred
  • 10 plus years of combined work experience in proposal development, proposal development, business development, sales, and/or capture management supporting either Federal Government agencies or large Commercial Health Plans required.
  • 5 plus years of experience in the Federal Government Healthcare market required or alternate equivalent experience in Commercial Healthcare market may be considered.
  • Knowledge and experience with Government procurement processes, including the Federal Acquisition Regulations (FAR) required.
  • Expert level proficiency with Microsoft Office Suite (Word, Excel, PowerPoint) or other proposal-related software/tools required.
  • Business knowledge and experience in Federal Health Agencies including Health and Human Services, the Centers for Medicare and Medicaid, Veterans Affairs, and/or Defense Health agency desired.
  • Demonstrated success and track record for winning large-complex Federal proposals with values of $50M to $100M+ desired.
  • Industry knowledge and experience with an understanding of healthcare claims, adjudication, and support processes, which may include: coordination of benefits, payment accuracy/program integrity, fraud/waste/abuse, quality improvement, risk adjustment, and/or population health desired.
  • Experience and understanding of proposal life cycle process and industry best practices, such as the Shipley capture process.
  • Membership or participation with proposal industry organizations, such as the association of proposal management professionals (APMP).
  • Strong interpersonal skills with the ability to effectively communicate with a diverse group of stakeholders.
  • Strong organizational and project management skills with the ability to handle multiple, competing tasks and priorities.
  • Ability to work well independently and in a team environment.
  • Ability to work in a fast-paced proposal environment
  • Strong verbal, written and presentation skills.
