The City of Wilmington has an exciting opportunity for an Engineer!


As a member of our team, you will provide professional-level support and technical evaluations on capital improvement projects by overseeing, coordinating and performing in-house planning, engineering analysis and design, permitting, public relations, and construction management of capital improvement projects. Typical projects include: new streets, streetscaping, street rehabilitation, intersection improvements, bicycle and pedestrian facilities, and Riverwalk projects.


The Engineering Department includes 63 staff members who provide design, traffic engineering, project management, plan review, survey, construction inspection, right-of-way acquisition, and permitting services. Engineering is involved in many of the City's public infrastructure improvements, plus private development and public right-of-way issues. Typical Tasks

Oversee, coordinate, and perform the planning, design, and permitting of capital improvement projects and ensure compliance with professional engineering requirements and city technical standards; perform civil engineering analysis and design by utilizing AutoCAD Civil3D software, GIS applications, and other computer modeling software.


Direct the work of surveyors, engineering consultants, computer-aided drafting specialists, and geographical information systems specialists to produce construction documents for capital projects.


Coordinate property acquisitions with the City's Right of Way Specialist.


Author technical specifications, create construction details, and update existing construction details to improve constructability, address new technologies, and maintain compliance with changes in regulations.


Provide fiscal management of capital improvement projects with budgets routinely in excess of

$3,000,000 from planning through project close out. Prepare opinions of probable cost for engineering designs; develop alternatives for value engineering; monitor budgets; negotiate contract amendments; and initiate change orders.


Manage construction of capital improvement projects by both in house forces and outside contractors from bidding through project close out.


Chair meetings including public information meetings, pre-bid meetings, pre-construction meetings, and progress meetings for capital project construction. Represent the City of Wilmington in meetings with regulatory agencies. Respond to citizen and media inquiries regarding project status.


Supervise in-house design and right of way acquisition staff through oversight of tasks and activities, establishment of procedures and guidelines, evaluation of assigned duties, prioritization of work, coaching for technical decisions and performance improvement, and personnel action recommendations.

Qualifications

Required Qualifications:
Education: Bachelor's Degree in Civil Engineering or related engineering field.


Experience:
Five (5) years of experience providing professional-level support and technical evaluations on capital improvement projects.


Other Requirements:
Certification as a Professional Engineer (PE) in the State of North Carolina or ability to obtain NC licensure within 6 months of hire

Valid driver's license


To perform this job successfully, and dependent on the area of assignment, an individual should have:
  • Knowledge of AutoCAD Civil 3D and AutoTurn.
  • Ability to design and prepare construction documents for roadways and pedestrian and bicycle facilities.
  • Knowledge of construction administration and management, to include fiscal management.
  • Ability to coordinate right of way acquisitions for public sector projects.


Note:
Candidates with out-of-state licensure must be able to obtain NC licensure within 6 months of hire date. Driving and criminal history check required for the selected candidate. Selected candidate must also complete a post-offer drug screen.

Exerts up to 10 lbs. occasionally or negligible weights frequently; sitting most of the time.

WORKING CONDITIONS:
This position generally requires work indoors/office setting as well as site visits during project design and construction.

Health Benefits are offered to employees working at least 30 hours per week.

Health Insurance - The City offers two options for health coverage: a standard PPO plan and a High Deductible Health Plan with an associated Health Savings Account. Coverage becomes effective the first day of the month following 30 days of employment for employees and their eligible dependents. Both you and the City contribute to the overall cost of coverage.
Dental Insurance - Coverage becomes effective the first day of the month following 30 days of employment. Employees, their spouse and dependent children are eligible for coverage.

Life Insurance - The city pays to provide coverage valued at one times your annual salary. Supplemental insurance is available for employees to purchase. Optional coverage for dependents is also available for purchase.

Retirement:
- NC Local Government Retirement System - All benefits eligible employees make a mandatory 6% contribution every pay period.

  • Deferred Compensation – The city contributes an amount equal to 4.5% of the annual salary to either the 401(k) or 457 plans regardless of employee contribution. Employees may choose to contribute additional money to the deferred compensation plans, without a match from the City, within the IRS guidelines.
Paid Leave (offered to employees working at least 1,000 hours annually*):
- Sick Leave - 12 days accrued each year
- Annual Leave - Accrual based on years of service and classification. Employees can earn from 10 to 24 days each year.
- Holidays - 12 paid holidays annually
- Paid Parental Leave - Six weeks of paid leave for the birth, adoption or placement of a child (must run concurrently with FMLA).

  • Part-Time Employees will earn paid leave benefits on a pro-rated basis.
