Position Summary

The Senior Program Advisor for Program Implementation will primarily support the USAID, Office of Infectious Diseases, Neglected Tropical Diseases Division as a Credence Institutional Support Contractor (ISC).


The Bureau for Global Health (GH) is the U.S. Agency for International Development’s (USAID’s) (the “Agency”) center of excellence and focal point in providing worldwide leadership and technical expertise in the areas of maternal and child health and nutrition, HIV/AIDS, malaria, neglected tropical diseases, tuberculosis, family planning and related reproductive health, and health systems. As such, the Bureau aligns resources with identified public health and development needs, and works around the world to help governments meet the health needs of their populations. It also serves as the primary source of technical expertise and intellectual capital to the Agency and other U.S. foreign affairs agencies. The Bureau is the Agency repository for state-of-the-art thinking in biomedical, social science, and operations research and works to produce technical advances and innovations that can be disseminated and replicated at USAID Missions throughout the world.


The Office of Infectious Disease is the Agency's lead for infectious disease programs and issues, and manages the Global Health Bureau's activities and engagement in infectious diseases, including tuberculosis (TB), neglected tropical diseases (NTD)s, malaria through the President's Malaria Initiative (PMI), and emerging threats/pandemic preparedness and response. GH/ID is responsible for technical direction and leadership and external engagement on infectious disease issues, including working with external partners, providing technical support to USAID's field missions and programs, and managing programs and centrally-managed infectious disease funding.


The Senior Program Advisor for Program Implementation (Senior Program Advisor) provides a comprehensive range of technical, operational, financial, and analytical support to Agreement Officer Representatives (AORs) and Division leadership who manage large, complex, multi-country neglected tropical disease (NTD) programs. The Senior Program Advisor will accomplish this work by assisting one or more AORs in conducting the full range of program/project design, from scoping through award and post-award monitoring of one or more global programs.


Duties include interacting with implementation partners, USAID missions, and relevant members of supported governments (e.g., country NTD program leadership and staff) to assess program progress and confirm compliance with terms and conditions of USAID funding mechanisms. The Senior Program Advisor will also review workplans, budgets, timetables, monitoring and evaluation plans, written reports, other relevant documents and will attend program technical and update meetings to keep current with program implementation activities. The Senior Program Advisor will also coordinate across disease and other technical leads within the USAID NTD Division to ensure that attention and support is being provided to the implementation program in a strategic and timely manner. The Senior Program Advisor will provide results of their reviews, analyses and discussions to the AOR(s) for the purpose of keeping the AOR(s) current on program issues and to assist the AOR with recommendations for inherently governmental actions (e.g., budget and workplan approvals and modifications). To perform this job successfully, an individual must be able to satisfactorily perform each essential duty listed below.

Responsibilities:
Program Advisory and Support (50%)
  • Support NTD Division Agreement Officer Representatives with program-related activities for one or more international funding mechanisms (e.g., cooperative agreement, contract, grant)
  • Collaborate with USAID NTD Division staff and other partners to design planning and reporting templates, guidance documents, presentations, and other program materials. Research agency and USG policy and makes recommendations to the AOR on design options based on findings.
  • Assists AORs in conducting technical, administrative, and financial reviews of workplans, budgets, timetables, monitoring and evaluation plans, written reports, and other relevant program documents.
  • Participates in program technical and update meetings to keep current with program implementation activities.
  • Coordinates across disease and other technical leads within the USAID NTD Division to ensure that attention and support is being provided to the implementation program in a strategic and timely manner.
  • Participates in routine and ad hoc report, presentation, and manuscript writing related to NTD activities.
  • Keeps abreast of new developments and emerging issues in NTDs that affect USAID’s technical priorities via literature reviews, attending technical meetings and workshops, and participating in relevant training events.
  • Interacts with implementation partners, USAID missions, and relevant members of supported governments (e.g., country NTD program leadership and staff) to support assessments on program progress and confirmation of compliance with terms and conditions of USAID funding mechanisms.
Strategic Planning and Technical Support (30%)
  • Provides NTD technical and programmatic input to a variety of countries, regional, and global NTD strategic processes.
  • Supports the AORs, the NTD Division Health Systems Strengthening and Sustainability lead, and other members of the USAID NTD Division to strengthen and expand partnerships for country-level NTD program.
  • Participates in interagency and donor coordination activities and works closely with partner government counterparts to support the advancement of common goals.
  • Provides NTD technical and programmatic input to a variety of countries, regional, and global NTD strategic processes.
  • Supports AORs, and other members of the USAID NTD Division, in one or more technically thematic areas as determined (e.g. disease specific, cross-cutting systems issues or special populations)
  • Participate in the relevant technical, programmatic and/or coordination activities
Global Coordination (20%)
  • Participates in global and regional events related to NTDs and/or the USAID NTD Program
  • Makes recommendations to support USAID efforts in shaping global NTD technical guidance and policy-making.
Qualifications:
  • Master's degree with 10 years, Bachelor’s with 12 years, Associate’s degree with 14 years, or High School with 16 years of relevant education and experience.
  • Experience working with the USG health interagencies.
  • Experience working with WHO and multilateral organizations.
  • Experience working with and providing technical assistance to host government programs, preferably in health.
  • Experience in applying health system strengthening principles and practices in global health, preferably NTD programs.
  • Experience with the design, award and management of USAID grants, contracts, and/or cooperative agreements.
  • Experience working with USAID programs preferred.
  • Communication skills to convey complex information to multi-cultural, non-technical and technical audiences with diverse views.
  • Skill in applying innovative and independent thinking, planning and problem solving.
  • Demonstrated experience in senior level health policy dialogue preferred.
  • Ability to travel internationally – approximately 30%
  • US Citizenship with the ability to obtain and maintain a secret security clearance is required.

Full salary range for this position is $129,740 to $195,000 per year, with the starting salary determined based on candidate’s knowledge, skills, experience, as well as budget availability.
