Summary:

We are seeking Senior Computer Aided Design & Drafting (CADD) Technical Support Professional to serve as Project Manager to provide services for Defense Health Agency Facility Enterprise (DHA-FE) Real Property Management (RPM) Medical Treatment Facilities (MTFs) ensuring the development of CADD and technical drawings for MTF design and modernization projects are maintained within industry standards.

Essential Job Functions:

  • Provide technical support to DHA-FE in coordinating and providing leadership to the Engineering Infrastructure team in the assignment of technical human resources (Electrical, Mechanical, Fire Protection, CADD Engineers and Subject Matter Experts (SMEs)) as needed to support the MTFs and the HFD mission.
  • Provide technical support to DHA-FE in development, specification, evaluating, monitoring, and analyzing maintenance procedures, services, performance requirements; assigns priorities and oversees the acquisition and execution of projects involving specific mechanical building infrastructure systems unique to military medical healthcare facilities. Responsibilities include, but are not limited to: ensuring that facility systems are installed, operated efficiently and maintained as needed to meet facility safe and efficient operational requirements; and are in compliance with government developed instructions/criteria and industry established standards, statutes and codes.
  • Provides technical support for DHA-FE “cradle to grave” management of infrastructure repair and modernization projects, performing Quality Assurance and Safety compliance visits, performing design and submittal reviews, inspecting for compliance and design compliance in the installation of infrastructure systems.
  • Provides a full array of CADD and technical drawing support and services to both internal and external Health Facilities Division (HFD) customers. Supported files include all files and drawings generated using Autodesk CADD and BIM.
  • Collects, updates, and maintains both paper and electronic engineering drawings, technical drawings, schematics, and plans, placing them in the HFD consolidated technical drawing archive.
  • Assists MTF facility managers in the organization and updating of building drawings, plans, and master plans.
  • Develops file and technical standardized naming conventions.
  • Serves as liaison between Meridian software programmers and end users to gather and define software business rules and functional requirements.
  • Writes detailed business rules and functional requirements according to standard templates using simple and concise language, documents projects, and participates in design reviews.
  • Reviews and evaluates MEP CADD drawings to accurately reflect as-is conditions for all AF medical facilities.
  • Updates existing MEP and Architectural infrastructure and architectural elements of CADD drawings to reflect changes made through additions, moves, modifications, etc. MEP CADD elements include electrical schematics and one-line diagrams; electrical switchgear and power system placement and details; both interior and exterior electrical power distribution wiring and apparatus; lighting, fire alarm, and low-voltage plans; mechanical apparatus such as chillers, cooling towers, air handlers, boilers, pumps, valves, and plumbing of process water systems; exterior walls, interior walls, windows, partitions, stairwells, elevators, casework, plumbing fixtures, doors, door swings. Placement of associated text such as RPIE asset numbers, room number, area, and room name are also part of the basic architectural scope.
  • Updates the fire protection layer with all the components of the fire protection system, including control panels, heat detectors, smoke detectors, pull and push stations, egress lighting, fire extinguisher locations, sprinkler head location, and smoke/fire dampers from as-built drawings as required.
  • Performs all drawing work in the version of Autodesk AutoCAD or other similar CADD software.
  • Uploads completed drawing updates to the HFD consolidated technical drawing archive, adding meta-data tag information to each file as required by the Meridian software for file organization and search.
  • Imports existing PDF scans of facilities when no CADD drawing exists and converts raster files to AutoDesk CADD or other CADD software drawing file to the extent of the modifications/updates being made by contractors.
  • Supports external/internal requests for facility drawing files, installation, and project folder creation; reviews updates of drawings for compliance with standards prior to updating master drawings.
  • Provides training to MTF facility management and maintenance contractor personnel on how to use Meridian software, including basic navigation, zooming in/out, printing, turning on/off layers, copying portions of drawings to PowerPoint, measuring distances, and calculating areas.

Necessary Skills and Knowledge:

  • Must have the ability to integrate information from a variety of sources into various systems and ensure proper system interfaces.
  • Must understand how to collect data for analysis and then develop projects resulting from analysis.
  • Must have knowledge of Microsoft Office Suite.
  • Practical experience is defined as having the sole direct responsibility of, and being directly instrumental in the efficient and effective operation, maintenance, repair and management of large physical plant/infrastructure systems which support large institutional, industrial or medical healthcare campuses. This practical experience must be recent and within the past six (6) months and span continuously over the preceding four (4) years.
  • Multifaceted expert level skills and extensive practical experience in the mechanical trade discipline necessary to accurately analyze plans, data, designs, operations and maintenance practices and the management thereof.
  • Must possess those skills necessary to facilitate the development of estimates and makes recommendations for repairs, sustainment and optimizations of building physical plant and infrastructure systems.
  • Integrates information from a variety of sources into various systems; ensures proper system interfaces.
  • Must be knowledgeable of local, municipal and federal building codes, criteria and standards.
  • Must have strong interpersonal, communicative, diplomatic and analytical skills to provide highly professional quality presentations to executive leadership and large audiences.

Minimum Qualification:

  • Five (10) years of experience working with Autodesk CADD.
  • Working knowledge and familiarity with facility management building infrastructure systems and associated standard drawing and component naming conventions.
  • Possess the ability to travel at least 2 weeks out of the month.
  • Possess the ability to obtain and maintain a Command Access Card (CAC)
  • US Citizen

Preferred Qualifications:

  • Associate's degree in Computer Aided Design from an accredited institution and/or a specialty area certificate in Computer Aided Design from an accredited technical college.
  • Previous experience performing CADD Technical support services for military treatment facilities or supporting DHA facilities.

Job Type: Full-time

Pay: $120,000.00 - $140,000.00 per year
