Ombuds Services (OMB) and the Respectful Workplace Advisors (RWA) Program constitute the most informal and confidential elements of the World Bank Group’s Internal Justice services. They were created with the goal of helping World Bank Group employees address any kind of workplace issue, in a confidential and informal way. The three Ombuds (two based in Washington, DC, and one in Bangkok, Thailand), provide direct support to upwards of 600 visitors each year. In addition, they provide training support and guidance to the 300 RWAs, who are volunteer staff chosen by peers and located in Country Offices and Washington. The RWA program also supports the Ombuds Office’s role in providing feedback to Senior Management on trends and concerns relevant to the office’s focus on ensuring a workplace characterized by respect, trust, and procedural fairness.

The functions and operation of the Ombuds office and the RWA program are governed by Staff Rule 9.02 and reflect the Standards of Practice of the International Ombudsman Association, which focus on confidentiality, impartiality, independence and informality. OMB is looking for a Program Analyst who will provide a full range of administrative and technical support to the RWA program. The successful candidate should have excellent training, coaching, data analysis and report writing experience as well as interpersonal skills, maturity of judgment, and an ability to work well in a small office strongly sensitive to the needs of its visitors, and strongly focused on the maintenance of confidentiality. The Analyst will report to the RWA Program Officer and work closely with the three Ombuds Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 3-year term appointment.

Duties and Accountabilities:

  • Maintains the highest level of security and confidentiality of all information.
  • Provides coaching and support to RWAs across the globe
  • Lead the RWA selection process, including though coordination with HR staff, Country Directors/Country Managers/Heads of Office. This includes assessing needs, tracking RWA assignments to ensure adequate coverage and ensuring Country Offices follow the established selection procedures.
  • Co-facilitates RWA Program training sessions, contributes to design and development of training and materials, and coordinates RWA training on-site administration and logistics.
  • Manages the functionality of the unit’s confidential and specialized databases including, recommendations for data and operational improvements, identifying and correcting system anomalies and maintaining a fully functional database. Maintains the consistency and integrity of RWA data.
  • Develops and documents standard operating procedures, process flow and systems business requirements.
  • Extracts data from various systems to analyzes and presents data of usage and issue trends. Develops and maintains custom reports and dashboards.
  • Prepares and contributes content for unit outreach materials and reports, and for the unit websites.
  • Coordinates annual report including writing, editing, data analysis evaluation and preparation of data. Experience with annual reports required.
  • Provides backup support to the RWA Program Officer as needed.
  • Liaises with Internal Justice colleagues and participates in Internal Justice working groups and meetings.

Selection Criteria

  • Master’s degree with 5 years of relevant experience or equivalent combination of education and experience in one or more of the following fields: Conflict Resolution, Organization Behavior, Human Resources Development, or other social sciences preferred.
  • Thorough understanding of the guiding principles and operation of an Organizational Ombuds, familiarity with the Respectful Workplace Advisors program, and good working understanding of the elements of integrated conflict management systems.
  • Experience in identifying data sources, interpreting data, visualizing data, and performing analyses for the purpose of problem solving and identification of trends.
  • Experience with annual report writing and data analysis.
  • Experiences coaching individuals and groups though sensitive matters.
  • Experience in the preparation and facilitation of training activities, ideally in the field of conflict resolution.
  • Effective time management and administrative skills (excel, ppt, word online survey and training tools), with ability to adapt to changing business needs, and willingness to learn new skills and be able to take on additional responsibility.
  • Excellent judgment, tact and a high level of discretion in dealing with confidential and sensitive matters.
  • Strong interpersonal skills and respect for different points of view in a multi-cultural environment.
  • Positive and client-service attitude, initiative, reliability, resourcefulness and follow-through on team priorities.
