General Description

Performs moderately complex (journey-level) data analysis and data research work. Work involves conducting detailed analysis of, and extensive research on, data; providing results; and monitoring and implementing data quality. Works under general supervision, with limited latitude for the use of initiative and independent judgment.


Essential Job Duties

Assists in defining, developing, and implementing data standards.

Assists in developing data quality measures, analyzing data quality results, and implementing necessary changes to ensure data quality improvement.

Analyzes data using standard statistical tools, methods, and techniques; and interprets results to identify significant differences in data.

Consults with internal and external customers to identify user needs.

Compiles and queries data; identifies and interprets data patterns and trends; assesses data quality and data output; cleans and organizes data to discard irrelevant information.

Prepares concise, comprehensive technical reports to present and interpret data, identify alternatives, and make and justify recommendations on data revisions.

May develop and implement databases, data collection systems, data analytics, and other strategies that optimize statistical efficiency and quality.

May establish and maintain standard work procedures governing the appropriate use of data.

Performs related work as assigned.

Must be able to work in-office 8AM-5PM Monday-Friday, with occasional flexible schedule as required.

Qualifications


Minimum Qualifications



Graduation from an accredited four-year college or university,

Two or more years' professional or academic experience in data analysis, research, compilation, and/or reporting work.

Valid Texas Driver’s license and a good driving record.

Experience and education may substitute for each on a year-for-year basis.

Ability to work at Austin Headquarters or must be willing to relocate to Austin.

Proficient experience using computers, Microsoft office, other windows-based software and database applications.

Must be able to work in-office 8AM-5PM Monday-Friday, with occasional flexible schedule as required.

Preferred Qualifications

Graduation from an accredited four-year college or university with major coursework in Data Science; Business Analytics; Computer Science; Computer Information Systems; Management Information Systems; Mathematics; Statistics; GIS; Geology; Engineering or a related field.

Experienced in Python, VBA Script and SQL.

Experience using and maintaining data in ESRI ArcGIS; MS Access; MS Power BI and/or IHS Petra.
Experience in oilfield operations.
Knowledge of the Railroad Commissions rules, policies, and procedures.


Knowledge, Skills and Abilities
Knowledge of statistics and analyzing data sets; of running queries, report writing, and presenting findings;

Knowledge of data models, database design development, data mining, and segmentation techniques;

Knowledge of record keeping, including security procedures for handling, protecting, and distributing confidential data.

Knowledge of professional office procedures and protocols.
Skill in the use of a computer and applicable software, in analyzing problems and devising effective solutions, in conducting data searches, in evaluating and translating large amounts of data, and in critical thinking.

Skill in communicating effectively verbally, in writing, and through visual aids.
Ability to compile, review, and analyze data; to prepare reports; to maintain accuracy and attention to detail;

Ability to plan and coordinate projects.
Ability to work independently and on a team.
Ability to maintain professional appearance and demeanor.
Ability to discern colors and read diagrams, charts, maps and reference materials.
Ability to work in-office Monday-Friday, 8:00 AM - 5:00 PM with occasional flexible hours and weekends.


Work Hours and Telework: Standard office hours for Commission employees are 8:00 a.m. to 5:00 p.m., Monday through Friday. Our agency offers alternate schedules for employees, as long as it does not adversely affect operations and service levels, and standard hours of operation are maintained. The Commission may also offer telework based on the agency’s approved Telework Plan. Alternate work schedules and telework may be discussed with the hiring manager during the interview process.
