The HR Recruiter acts as a brand ambassador and executes full-life cycle recruiting to include job posting, sourcing (including but not limited to proactive networking, internet searching, cold calling, resume mining, database searching, utilization of social media, etc.), pre-screening and interviewing candidates, develop and present recommendations on qualified candidates to hiring managers/internal clients. Recruits, screens, interviews, and refers qualified applicants from internal and external sources for exempt and nonexempt position vacancies.

Essential Job Functions: (This is not the job description in its entirety)

  • Conduct full cycle recruiting in collaboration with hiring managers including development and updating job descriptions, identifying recruitment strategy, posting openings, sourcing, screening applicants, scheduling interviews.
  • Discuss job requirements and applicant qualifications with hiring managers.
  • Determines applicant qualifications by interviewing applicants; analyzing responses; verifying references comparing qualifications to job requirements.
  • Composing and posting employment advertisements to various internal and external media; and using social and professional networking sites to identify and source candidates, researching new ways of using the Internet for recruitment.
  • Timely review of applicants who have applied via the applicant tracking system.
  • Makes job offers to candidates selected by departments and negotiates salaries.
  • Coordinates internal transfer program utilizing the same principles and criteria outlined for external candidates.
  • Administers new hire procedures, including checking references, submitting background investigations, developing compensation package, and extending offers to select candidates and prepare onboarding paperwork
  • Keeps informed on developments in areas such as wages and salaries, employee benefits, and general personnel practices as it relates to market conditions and Valley Cities practice.
  • Ensures that recruiting and hiring activities follow government regulations and organizational policies and procedures.
  • Participates in interview days, career fairs and college-based recruitment opportunities.
  • Conducting regular follow-up with managers to determine the effectiveness of recruiting plans; analyzing and recommending strategies to improve recruitment and selection process operations
  • Initiate and maintain contact with qualified candidates for specific job openings throughout recruitment and hiring process.

Minimum Qualifications:

  • Bachelor’s Degree in business, human resources or related degree required.
  • Minimum 1 years of full-cycle high volume recruiting required, experience in behavioral health care agency/health care setting preferred.
  • Experience in outreach and diversity recruiting preferred.
  • Experience conducting internal equity analysis and affirmative action programs preferred.
  • Must be able to demonstrate a sound sourcing strategy for clinical and non-clinical roles
  • Clear understanding of the recruitment processes required.
  • Must be able to communicate and have interpersonal, organizational and negotiation skills
  • Highly organized with the ability to manage multiple priorities simultaneously.
  • Demonstrated competence in Microsoft Office suite; strong Excel skills preferred.
  • Ability to maintain confidentiality in all matters.
  • Pass required background checks.

Pay: $52,232.00 - $72,054.00 per year
