PURCHASING AGENT

PURPOSE: The Purchasing Agent is an industry professional with in-depth knowledge in purchasing and procurement vendor and contracts-related processing and reconciliation functions. Position functions as a unit leader and is responsible for accuracy and attention to detail in all routine purchasing activities. Assists in collaboratively resolving unusual or more complex matters with other lead and/or supervisory staff.

QUALIFICATIONS:

1. Bachelor’s degree in business administration or related field.

2. Designation as Certified Professional Public Buyer (CPPB) or Certified Public Purchasing Officer (CPPO) by the National Institute of Governmental Purchasing, OR Certified Purchasing Manager (CPM) or Certified Professional in Supply Management (CPSM) by the Institute for Supply Management is preferred.

3. OR possess an Associate’s degree with six (6) years of successful purchasing and/or procurement experience, preferably for a large- or medium-scale public system.

4. OR three (3) years of successful internal experience as a Purchasing Agent II.

5. Knowledge of local, state, and federal regulatory laws, standards, procedures, practices, and guidelines governing the industry.

6. Demonstrated ability to effectively lead projects and/or effectively lead/supervise the work of others.

7. Demonstrated ability to work with diverse groups, and effectively communicate, both orally and in writing.

8. Knowledge of current computing technologies and software applications appropriate to the position’s job responsibilities.

PERFORMANCE RESPONSIBILITIES:

Essential Functions:

1. Purchases supplies, equipment, and/or services in the area(s) of specific responsibility for District operations; ensures lowest cost consistent with considerations including, but not limited to, quality, reliability of source and urgency of need.

2. Participates in preparing and evaluating invitations to bid, requests for proposals, and written, electronic, and telephone price quotations.

3. Prepares contracts and agreements as needed for assigned areas of specific responsibility; maintains current up-to-date vendor/contractor files.

4. Tracks the amount of purchase orders issued by bid or approved contract and ensures total amount of purchase orders released does not exceed amount approved by the School Board.

5. Functions as unit lead in receipt of unusual or more complex matters requiring intervention; notifies and updates senior and/or supervisory staff of action and resolution accordingly.

6. Exercises direct contact with vendors/contractors to ensure performance and follow-up on alleged discrepancies and/or non-performance; works to resolve discrepancies, non-performance, or any contract/bid protests accordingly.

7. Consults with sales representatives to review and evaluate feasibility, viability, competitiveness, and reliability of products and/or services; facilitates acquisition of appropriate products/services for departments and District operations accordingly.

8. Collaborates with and serves as liaison to committees of administrators, curriculum planners, principals, department heads, and other stakeholders in formulating and upgrading specifications and evaluating bids.

9. Maintains documentation of appropriate insurance, source files, and audit trails for all bids and/or contracts as required by School Board policy, standard operating procedures, departmental practices, and industry guidelines.

10. Advises school and department personnel of new items available.

11. Meets and communicates effectively with the general public, staff members, administrators and other stakeholders; demonstrates tact, courtesy, and professionalism in all interactions.

Performance Effectiveness Criteria:

In addition to the employee being responsible for each of the performance responsibilities listed herein, annual progress will be assessed with respect to support and achievement of the District Strategic Plan and associated applicable scorecards.

1. Follows adopted policies and procedures in accordance with School Board priorities.

2. Conducts oneself in the best interest of students, in accordance with the highest traditions of public education and in support of the District’s Mission Statement.

3. Performs other duties as assigned.

Job Type: Full-time

Pay: $44,798.00 - $99,991.00 per year
