Advocates for Human Potential, Inc., is seeking a Project Operations Manager for its Center for Training, Technical Assistance, and Consulting with formal project management experience and/or program evaluation and management experience in public and non-profit sector behavioral health programs and systems of care. The Project Operations Manager will oversee project management and operational functions for the California Hub and Spoke System (H&SS) project for which AHP serves as the Administrative Entity and supports with technical assistance and training. The overarching project purpose is to expand and improve the delivery of medication assisted treatment (MAT) services in an array of settings, including substance abuse treatment programs throughout the state of California.

The Project Operations Manager will

  • Be a key member of the project leadership team, establishing standard operating procedures (SOPs) to ensure all contract activities and deliverables are completed on time and within the project budget, according to corporate quality standards.
  • Work as a member of AHP’s statewide project teams to develop and implement project management best practices throughout the portfolio of California Administrative Entity projects.
  • Interface daily with other departments and projects within AHP to ensure consistent use of SOPs and best practices.
  • Use organizational and logistical skills to manage, develop, implement, and maintain project management systems in support of a large team of staff and subcontractors; and
  • Be responsible for creating and implementing performance monitoring tools, drafting reports for multiple internal and external audiences, developing tools and templates to improve efficiencies, and establishing work plans, timelines, and communication protocols for all aspects of the project.

Responsibilities

The Project Operations Manager is responsible for the following tasks:

Manage the overall operational needs of the project.

  • Monitor and fulfill contract requirements of projects and formulate policies and procedures for program auditing.
  • Manage project timelines using standard project management tools and methodology
  • Create and manage organizational solutions for the entire Project Team.
  • Establish standard operating processes (SOPs) to ensure all contract activities and deliverables are completed on time and within the project budget.
  • Serve as the Project Team’s primary liaison to Digital Solutions and Information Technology (IT) for project needs related to events, website, etc.
  • Manage workload planning for Operations Assistant(s) based on immediate needs of the Project Team and Program.
  • Attend project-specific meetings with the Project Team and Project Director/Deputy Director to keep abreast of staffing needs, program developments, project timeline, and grantee needs.

Complete project deliverables.

  • Develop written and online materials (e.g., reports, presentation slides, guidebooks, planning documents).
  • Establish measurement-based practices to evaluate.
  • Partner with internal stakeholders to compile, summarize, and analyze data.
  • Serve as primary liaison between IT Product Manager and Project Team to facilitate all tasks related to website development and maintenance.
  • Carry out meeting, training, and technical assistance activities.
  • Plan meeting agendas, prepare supporting materials, and facilitate meetings.
  • Prepare formal notes of external meetings, clarifying commitments and follow-up actions.
  • Develop training materials and manuals.

Education and Training

Candidates for this position must possess a bachelor’s degree. A master’s degree in public health, health administration, business, or operational organization is preferred. Formal training in project management, and a project management certification such as a PMP or CAPM is preferred.

Professional Experience

We are seeking candidates with at least five years of project or program management experience that includes managing complex processes and procedures.

Salary Range

$ 73,000 to $ 103,000 per year, depending on skills, experience, and location.
