Program Specialist, Community Education: Youth and Adult Enrichment

SUMMARY

Under general supervision, coordinates MPS Community Education: Youth and Adult Enrichment Programs (YAE), including program development, financial oversight, staff support, community development, and public relations; develops programs according to market trends, community issues, defined needs and available resources. Lead, coordinate and supervise 21st Century Grant programs; and assure the grant program activities and procedures are in compliance with state and Federal rules and regulations, and MPS policies and procedures.

Essential duties and responsibilities may include, but are not limited to, the following:


  • Leads, coordinates and supervises the 21st Century Grant programs.
  • Leads and coordinates a variety of Youth and Adult Enrichment support programs in support of MPS community education goals; performs duties within scope of authority and training, and in compliance with MPS policies; duties will vary according to job assignment.
  • Coordinates financial oversight and management, operational management; staff support, community development and public relations; assists with the development of Youth and Adult Enrichment systems, policies, and procedures; assures staff compliance with departmental procedures, priorities and standards.
  • Supervises/manages assigned program staff; schedules and evaluates staff training needs, and prioritizes and assigns projects; performs teacher and support staff observations and provides coaching and guidance on professional responsibilities and technical skills.
  • Performs required administrative functions for assigned YAE; monitors budgets, revenue and expenses; processes payroll, administrative documents and financial reports; requisitions supplies and equipment; assists with development of YAE budgets.
  • Coordinates 21st Century program operations; evaluates and analyzes program and community issues, and recommends and implements solutions.
  • Participates on the YAE leadership team sharing expertise, and provides development of systems, policies and procedures for Youth and Adult Enrichment programs.
  • Evaluates programs and develops recommendations for changes and improvements; collects and analyzes program and participant data, and develops recommendations to improve program quality.
  • Coordinates the applications and reporting for YAE grant fund programs; assures the grant program activities and procedures are in compliance with state and Federal rules and regulations, and MPS policies and procedures.
  • Coordinates community development, outreach and public relations programs for CEP; recruits new advisory council members, trains community leaders, and builds relationships with community partners, media, community groups, and non-profit and governmental organizations.
  • Promotes and markets MPS CEP programs; ensures effective communication of CEP issues; develops promotional materials, e-marketing, and public service announcements; coordinates community outreach and volunteer recruiting programs.
  • Promotes lifelong learning and participation in community programs to enhance the quality of life; provides information and referrals on community services and resources.
  • Completes and coordinates special projects and research assignments.
  • Demonstrates courteous and cooperative behavior when interacting with students, clients, visitors, and MPS staff; acts in a manner that promotes a harmonious and effective workplace environment
  • Enthusiastically promotes the Superintendent’s goals and priorities in compliance with all policies and procedures.
  • Maintains absolute confidentiality of work-related issues, records and MPS information.
  • Other duties or tasks may be assigned on an as-needed basis

MINIMUM QUALIFICATIONS

Education, Training and Experience Guidelines

Bachelor’s Degree in Education, Social Sciences, Public Administration or related field; AND four (4) years of professional experience administering public education support programs; OR an equivalent combination of education, training and experience as determined by Human Resources.

    Knowledge of:

    • 21st Century Grant funding and programs
    • After school education programs practices and procedures
    • Effective teaching principles and methodologies
    • Applicable policies, procedures and regulations covering specific areas of assignment.
    • Rules and regulations of the Minnesota Department of Education and other governing agencies.
    • Principles and practices of public sector administrative management, including budgets, accounting, purchasing, customer service and employee supervision.
    • State and Federal laws governing public sector grant funding programs.
    • Local community resources, regional community services programs, and regional training programs.
    • Principles of record keeping and records management.
    • Critical Race Theory, Implicit Bias, and Social Emotional Learning practices in education
