Program Description
The Roads Home Program is a Supportive Services for Veterans Families program designed to serve low-income, primarily homeless Veterans and Veteran families. The program assists Veterans in exiting homelessness to permanent housing and in maintaining a permanent housing placement. Services provided by Insight Housing include street and venue-based outreach, case management, permanent housing placement, and assistance in obtaining VA and other benefits.

Position Summary
In collaboration with the Senior Program Manager, the Program Manager will be responsible for the day to day operations of the Roads Home program for Alameda County. The Program Manager will provide supervision to the program staff and be responsible for ongoing staff training, compliance, and for tracking spending within the program.

Essential Duties and Responsibilities

Administrative and Reporting Responsibilities
  • Manage the day-to-day operations of the Alameda County Roads Home program.
  • Review and approve all SSVF intake files for program eligibility.
  • Ensure that clients receive appropriate services as required by our SSVF contracts.
  • Review and approve all financial assistance requests for Insight Housing financial office
  • Participate in all VA calls as requested by Sr. Program Manager and the Director of Programs
  • Maintain files and statistical information in conjunction with the administrative offices
  • Maintain files and statistical information, and assist with preparation of program statistical reports to comply with government and foundation contracts
  • Ensure the VA monthly repository upload is accurate and submitted on time.

Collaborative Responsibilities
  • Collaborate with the Continuum of Care (CoC) and the other VA providers in Alameda County to ensure services are delivered efficiently.
  • Actively participate in the Veteran By Name List efforts in collaboration with the CoC and other VA providers Alameda County.
  • Co-lead the Veteran Leadership Team meetings in Alameda County in collaboration with other SSVF providers in the region.
  • Ensure participation in the Operation Vets Home Collaborative in Alameda County

Supervision and Training Responsibilities
  • In collaboration with the Sr. Program Manager and the Director of Programs, hire, train and evaluate all the Alameda County Roads Home staff.
  • Create and approve staff schedules
  • Monitor and approve staff time sheets
  • Provide supervision to the Insight Housing Alameda County SSVF staff.
  • Facilitate weekly program staff meetings

Management Responsibilities
  • Attend all staff meetings and staff trainings, as required
  • Facilitate teleconferences with staff members from satellite offices are required with the use of Microsoft Teams, as needed.
  • Meet with clients to resolve grievances
  • Work with the Associate Director of SSVF to plan and facilitate the quarterly all Roads Home Team Meetings.
  • Perform other tasks as required
  • Attend and participate in all assigned program and external meetings.
  • Complete the Privacy and Security training and all other assigned staff trainings.
  • Maintain confidentiality regarding clients, personnel and other internal agency affairs.
  • Work within the framework of the Insight Housing’s Code of Conduct.
  • Be responsible to other staff, clients, Insight Housing and its stakeholders, both for your actions and your decisions not to act.
  • Conduct business in accordance with the Team Handbook, exercising sound judgment and serving the best interests of INSIGHT HOUSING and the community.
  • Commit yourself to treating each community member with respect and dignity.
  • Perform other tasks as assigned by supervisor.

Qualifications, Skills and Abilities

  • Bachelor’s degree in Social Services or related field, or equivalent combination of education, training, and experience.
  • Commitment to serving homeless individuals. 3-5 years’ experience providing case management services to homeless individuals, low-income Veterans and/or individuals with mental health or substance abuse issues.
  • Minimum two years of experience in program management and staff supervision.
  • General knowledge of local community resources.
  • Strong community networking skills and ability to build resources and relationships that improve continuity of care.
  • Knowledge of the VA Health Care system strongly preferred.
  • Veteran status preferred.
  • Proficiency in Microsoft Office, email, internet, and calendaring applications. Experience with HMIS data entry strongly preferred. Experience with database reporting and extensive data entry.
  • Excellent verbal and written communication skills.
  • Excellent interpersonal and crisis intervention skills with a can do and flexible attitude.
  • Ability to work with minimal supervision, multitask, maintain confidentiality, and meet deadlines.
  • Ability to maintain professional conduct, attitude and appearance at all times.

Special Requirements

  • Must have a valid driver’s license and clean DMV record.
  • Must be able to obtain background check clearance.
  • Must obtain and maintain First Aid and CPR certification.

  • Regularly required to use hands and fingers to handle, feel, or operate objects, tools or controls, and reach with hands and arms.
  • Frequently required to stand, walk, sit, climb stairs, talk, hear, and see clearly.
  • May be occasionally required to stoop, kneel, or crouch.
  • Must be able to lift or move up to 50 lbs.
