Georgia State Director

Location: Atlanta, GA - Hybrid basis 50% of travel required throughout state of GA

Position Type: Full Time

Work Schedule: Mon-Friday

The STATE DIRECTOR is Responsible for:

  • Develops, secures approval of, and implements plans, projects and budgets related to oversight, management, and provision of comprehensive and high quality substance abuse disorder treatment services across several facilities in different locations across wide geographical area. Reviews records and reports concerning operations, financial results, and adherence to budgets of assigned programs and sites, assesses extent to which objectives are being met, and identifies areas requiring further inquiry or corrective actions.

Controls and coordinates timely submission of reports and analyses to funding sources and corporate office.

  • Identifies new business opportunities, and plans and organizes projects to design effective program additions or enhancements and secure funding sources.
  • Directs evaluation, development, implementation and coordination of policies and procedures by Program Director(s) to ensure effective program services and overall management control. Advises Division President on new or revised policies or procedures requiring major system changes to streamline operations and enhance program results.
  • Audits, monitors, evaluates program services and results to ensure contractual and licensure compliance, as well as compliance with business, health, safety, environmental, and employee relations regulations and laws. Initiates corrective actions to meet specifications for quality, quantity, schedule and cost.
  • Serves as leader to assigned personnel to promote commitment to organization philosophy and mission, and continuous professional growth and development of staff. Interviews, hires, evaluates work performance, disciplines and discharges subordinate staff. Assists managers in resolving complex employee relations problems and approves appropriate recommendations for personnel actions.
  • Responsible for quality control of the programs and services across all facilities in the assigned area.
  • Develops and implements appropriate fiscal management systems, and operating procedures and limits to maintain sound financial structure, adequate flow of information, and management control.
  • Serves as key representative of program services to various internal committees and influential persons or organizations such as donors, Board members, community leaders, legislators, government agencies, funding sources and so forth. Uses contacts to promote and secure support of plans and objectives for areas of responsibility, and contribute to positive public relations posture.
  • Performs other duties as assigned.

MINIMUM EDUCATION AND EXPERIENCE

Education / experience / certifications / licensure must meet contractual requirements

  • Master’s degree from an accredited college or university in any of the social sciences, criminal justice, public health, or business administration.
  • Must be licensed as a Licensed Professional Counselor (LPC), Licensed Associate Professional Counselor (LAPC), Licensed Clinical Social Worker (LCSW), or Licensed Marriage and Family Therapist (LMFT) or have Certified Drug and Alcohol Counselor certification from one of the three certification boards: Georgia Addictions Counselors Association (GACA), the National Association of Alcoholism and Drug Abuse Counselors (NAADAC) and from the International Certification and Reciprocity Consortium (ICRC)
  • Five (5) to seven (7) years of relevant experience, including at least five (5) years in a management role with considerable budget oversight
  • Valid local driver’s license, insurance and good driving record

KNOWLEDGE, SKILLS AND ABILITIES

  • Advanced knowledge of health administration regulations and standards, program funding and financing, and applicable laws and regulations; in-depth knowledge of management theories and techniques
  • Advanced communication skills to exchange information and interact with treatment team, clients, client families and outside vendors and agencies
  • Working knowledge of federal and state rules and regulations
  • Strong leadership skills; time and project management skills
  • Strong critical thinking, high level persuasion and negotiation and presentation skills
  • High level problem-solving and analytical abilities to organize, plan and direct activities and operations within assigned geographical area
  • Ability to organize, evaluate, plan effective administration and operation of diverse programs and services dispersed across wide geographic region
  • Ability and willingness to routinely travel within the State
  • Ability to operate a motor vehicle safely, and remain alert to traffic conditions and to identify and comply with traffic signals and signs
