Support Effort: National Geospatial-Intelligence Agency (NGA)
Security Clearance Required: Must currently hold or have the ability to obtain a DoD clearance. Required level to be specified by NGA.
Position Type/Standard Work Hours: Full-time/40 hours per week
Summary/Objective:
NGA Research’s Strategic Partnerships and Communications (SPC) provides oversight of all partnerships and communications plans.
  • The Program Analyst will provide communications expertise, technical writing and editing, desktop publishing, graphic design, event management; assist in communication with congressional and legislative affairs, academic and institutional/industry outreach activities and programs; and international cooperation and international agreement activities between NGA and our foreign partners.
NGA Research requires SETA support that is separate from NGA Financial Management (FM), for R&D program planning, budget building, acquisition support, and financial execution of Research, Development, Test, and Evaluation (RDT&E) and Operations and Maintenance (O&M) funding.
  • The Program Analyst support will aid the PPE team, Technical Offices, and Pods in the programmatic and financial aspects of new and existing programs, projects, and acquisitions.
T3P engages with GEOINT users, stakeholders, and solution providers to build partnerships, collaborate, and support transition, transfer, and protection of new technologies for GEOINT and related partner needs and requirements (including the NSG, ASG, IC, and DoD partners).
Objective Requires:
  • Knowledge and experience in R&D program development from concept inception to transition of technologies.
  • Experience or education in program management and understanding of cost, schedule, and performance.
  • Knowledge of RDT&E funding, the PPBE process and FAR, DFARS FMR for structuring program schedules and planning execution of funding.
  • Experience drafting, reviewing, and editing R&D statements of work (SOWs), contracts, agreements such as Technology Transfer agreements, CRADAs, EPA, PIA, OTs, etc., and other program documentation.
  • Some knowledge of Intellectual Property, Export Control/ITAR, TRLs, and security classification which inform program protection and transition.
  • Ability to communicate effectively over multiple media types, schedule and facilitate meetings, and take actions independently.
Work Environment:
This job operates in a professional office environment. This role routinely uses standard office equipment.
Physical Demands:
Must be able to operate a computer and other standard office equipment.
Required Education and/or Experience:
  • Required:
    • BA/BS or MA/MS in a technical degree or with 36 credit hours in technology related curriculum.
    • Greater than or equal to 15 years of work experience.
  • Desired:
    • BA/BS or MA/MS in systems analysis, systems engineering, or systems management.
