Job Description

JOB SUMMARY
Under the direct supervision of the Police Sergeant, performs a wide variety of police and law enforcement duties including the protection of life and property, enforcement of criminal and traffic laws, crime prevention, preservation of the public peace, apprehension of criminals, and response to calls for service. This class is characterized by the use of independent judgment in the application of police principals, and knowledge of federal, state, and local laws and ordinances. Duties are performed in accordance with departmental orders, standard operating procedures, directives, and as directed by supervision.
ESSENTIAL JOB FUNCTIONS

Patrols assigned area in patrol car, on foot, by bicycle, by motorcycle, to enforce laws, prevent and discover crimes, investigate crimes, assist citizens and maintain order.
Responds to dispatched calls or citizens" requests for police services at the scene of accidents, domestic disputes, law violations, and public disturbances.
Directs and controls traffic. Issues written citations for traffic and other minor violations.
Investigates causes and results of accidents. Investigates illegal or suspicious activities, persons, and establishments, and quells disturbances.
Operates law enforcement vehicle during both the night and day in emergency situations in compliance with departmental policies and procedures.
Effectively communicates with people of varying ages, providing information, mediating disputes, and advising individuals of rights and processes. Maintains professional demeanor under stressful circumstances to include confrontational situations.
Pursues fleeing suspects which may involve quickly entering and exiting law enforcement patrol vehicles, running, climbing over and pulling oneself over obstacles, jumping down from elevated surfaces, climbing through openings, moving through confined areas, and using body force to gain entrance through barriers.
Locates, searches, and detains suspects. Exercises independent judgment in determining when there is reasonable suspicion to detain, when probable cause exists to search and arrest and when force may be used and to what degree. Uses the continuum amount of force necessary to control an incident, affect an arrest, or protect the officer or others from harm.
Performs searches of people, vehicles, building and large outdoor areas which may involve feeling and detecting objects, walking for long periods of time, detaining people and stopping suspicious vehicles and persons.
Interviews and questions victims, witnesses and suspects. Gathers and preserves evidence and information in criminal investigations. Detects and collects evidence and substances that provide the basis of criminal offenses and infractions in accordance with departmental standards.
Performs rescue functions at accidents, emergencies and disasters to include directing traffic for long period of time, administering emergency medical aid, lifting, dragging and carrying people away from dangerous situations, and securing and evacuating people from particular areas. May perform first aid and provide other assistance to victims.
Prepares detailed incident, investigation, activity, and other police reports in compliance with proper police procedures.
Conducts visual and audio surveillance for extended period of time.
Utilizes community oriented policing strategies to develop partnerships and problem solving strategies to proactively address the immediate conditions that give rise to public safety issues such as crime, social disorder, and fear of crime.
Transport prisoners to the County Jail; itemize prisoner property; complete necessary required forms when an arrest is made; obtain statements and affidavits from crime victims.
Maintains proficiency with weapons and utilizes weapons in accordance with use of force standards.
Perform miscellaneous duties: attend short briefings; obtain assignments and equipment; compile reports; appear in court for testimony; communicate with other officers, detectives, State Attorney's office, and other State and Local Agencies; maintain assigned equipment.
Testifies in court to present evidence by describing conditions, situations, and actions. Demonstrates effective communication skills in court and other formal settings.
Performs other related duties as assigned.

QUALIFICATIONS

Educations and Experience:
High school diploma or GED equivalent is required.

Special Qualifications:
Valid Florida Driver"s License with acceptable driving record.
State of Florida Law Enforcement Officer Certification.

Knowledge, Skills and Abilities:
Knowledge of police principles and practices.
Knowledge of applicable laws and precedents.
Knowledge of City, State, and Federal ordinances and laws.
Knowledge of emergency, medical and first aid practices.
Ability to observe and direct potential problems.

PHYSICAL DEMANDS
Work requires exerting in excess of 100 pounds of force occasionally and/or in excess of 50 pounds of force frequently, and/or in excess of 20 pounds of force constantly to move objects. Additional physical abilities required:

Balancing: Maintaining body equilibrium to prevent falling while walking, standing or crouching on narrow, slippery, or erratically moving surfaces. The amount of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium.
Climbing: Ascending or descending ladders, stairs, scaffolding, ramps, poles and the like, using feet and legs and/or hands and arms. Body agility is emphasized.
Crouching: Bending the body downward and forward by bending leg and spine.
Feeling: Perceiving attributes of objects, such as size, shape, temperature or texture by touching with skin, particularly that of fingertips.
Grasping: Applying pressure to an object with the fingers and palm.
Handling: Picking, holding, or otherwise working, primarily with the whole hand.
Hearing: Ability to receive detailed information through oral communication, and to make the discrimination in sound.
Kneeling: Bending legs at knee to come to a rest on knee or knees.
Lifting: Raising objects from a lower to a higher position or moving objects horizontally from position-to-position. Occurs to a considerable degree and requires substantial use of upper extremities and back muscles.
Manual dexterity such as: picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand as in handling.
Mental Acuity: Ability to make rational decisions through sound logic and deductive processes. Ability to work effectively while under stress.
Pulling: Using upper extremities to exert force in order to draw, haul or tug objects in a sustained motion.
Pushing: Using upper extremities to press against something with steady force in order to thrust forward, downward or outward.
Reaching: Extending hand(s) and arm(s) in any direction
Repetitive Motion: Substantial movements (motions) of the wrist, hands, and/or fingers.
Speaking: Expressing or exchanging ideas by means of the spoken word including the ability to convey detailed or important spoken instructions to other workers accurately and concisely.
Standing: Particularly for sustained periods of time.
Stooping: Bending body downward and forward by bending spine at the waist. Occurs to a considerable degree and requires full motion of the lower extremities and back muscles.
Talking: Expressing or exchanging ideas by means of the spoken word including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
Visual Acuity: Visual Acuity to determine the accuracy, neatness, and thoroughness of the work assigned or to make general observations of facilities or structures.
Walking: Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.

Minimum Qualifications

Possess a valid driver license from home state
Currently enrolled in an accredited law enforcement academy in Florida
Currently certified as a Police Officer anywhere in the United States

Must be able to pass a comprehensive background check and be physically fit.
It is the policy of the West Melbourne Police Department to prohibit the use of medical marijuana by all employees. Notwithstanding "Florida Constitutional Amendment 2" and any statutory or regulatory implementation by the State of Florida or any other similar law or action, Police Department employees shall not personally use or possess marijuana, medical or otherwise, regardless of duty status. Any such prohibited use of medical marijuana by an employee of the Police Department shall result in termination of employment.
Disqualifications
An applicant for the West Melbourne Police Department will be automatically disqualified if any of the disqualification factors, as listed below, are evident:

Failure to meet the general requirements for the position as follows:
UNITED STATES CITIZENSHIP - Applicants must be a United States Citizen.
AGE REQUIREMENT - Applicants must have reached their nineteenth (19) birthday at the time of appointment.
RESIDENCY REQUIREMENT - Applicants must be a resident of Florida at the time of appointment. Applicants must also possess a valid Florida driver"s license upon appointment as a West Melbourne Police Department Police Officer.
EDUCATIONAL REQUIREMENT - Applicants must possess a high school diploma or its equivalent.

Been convicted of any felony or of a misdemeanor that involves perjury or a false statement.
Pled guilty or nolo contendere after July 1, 1981, to any felony or of a misdemeanor that involves perjury or a false statement, whether or not adjudication was withheld or sentence suspended.
Commission of any criminal act(s) at any time, whether prosecuted or not, if the behavior evidences a continuing pattern of criminal conduct and/or demonstrates a substantial history of poor judgment.
Domestic violence conviction and/or currently under injunction for domestic violence.
Currently under investigation for a criminal act in any jurisdiction.
Any section listed in the Uniform Firearms Act, Brady Law and any other federal law and amendments prohibiting possession of a firearm.
Received a dishonorable discharge from any of the Armed Forces of the United States.

Drug Admissions (may disqualify):
Any more than 10 times use* of marijuana, hashish, or their derivatives and synthetics, including simple delivery and paraphernalia.
Illegal possession or use of any prescription drug ever.
Any use of any illegal drug not specifically identified in this section, or abuse of any substance, including unidentified drugs (ie. "trail mix", pharm parties), inhalants and non-prescription medications with intent to become intoxicated or "high".*
Use of alcohol that resulted in alcohol related arrests or other alcohol related illegal conduct that affects moral character or demonstrates a substantial history of poor judgment.

Drug Admissions (will disqualify)

Any illegal use of marijuana, hashish, or their derivatives and synthetics within three (3) years of application.
Any more than experimental* past use of cocaine, amphetamines, barbiturates, or designer drugs such as GHB, Rohypnol (Roofies), Ecstasy (MDMA), Ketamine (Special K), LSD, Mescaline, Psilocybin (Mushrooms), use of drugs prescribed to another, and any use within five (5) years of application.
Any past illegal use of opium, heroin, and its derivatives and synthetics, including abuse of morphine, codeine, hydrocodone, methadone, oxycodone, fentanyl, or other serious drugs of abuse such as PCP, crack cocaine, methamphetamine, etc.
Manufacturing, sale, or trafficking of any controlled substance, or fraudulent procurement involving prescription medications ever.
Delivery of any controlled or illegal substance other than marijuana ever.

Driving:
No valid driver license at time of application.
Conviction of a criminal traffic charge includes Driving While License Suspended, DUI/DWI, Reckless, Fleeing, Leaving the Scene, within the past five (5) years.
More than five (5) moving traffic violation convictions in the past five (5) years whether convicted or adjudication withheld.
Suspension of driver license for excessive points in the past three (3) years.
Suspension of driver license more than one (1) time for failure to pay traffic fines in the past three (3) years.
Pattern of traffic citations that demonstrates a substantial history of rule-breaking and/or poor judgment.

Failure to pay child support, civil fines, failure to appear, unsatisfied judgments, etc. (deferment until satisfied)
Tattoos, brands, body mutilation, dental ornamentation, and/or body ornamentations that are visible (or would be) on the neck, head or face. Tattoos that are determined to be indecent, extremist, racist, or sexist, whether visible or not. Any visible tattoo, while in standard police uniform, must be disclosed.
Intentional falsification or omission of information during the application and/or hiring process.
Have good moral character as determined by a background investigation.
Certified Law Enforcement Only (Rule 11B-27.0011(4))

Theft from a crime scene, victim, offender or employing agency.
Any illegal use of a controlled substance while certified as a law enforcement officer.
On-duty consumption of alcoholic beverage, unless such consumption was permitted by the employing agency.
Any falsification of an official report, record or document.
Acceptance of any bribe, or accepting a gratuity in violation of the employing agency"s regulations.
