Duties

As a Personnel and Community Activities Supervisor (Title 5) with the Texas National Guard, your duties will include, but will not be limited to:

  • Primarily serves as a first-level supervisor. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work; assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees; evaluates work performance of subordinates; gives advice, counsel, or instruction to employees on both work and administrative matters.
  • Provides advisory services to the Base Operations Manager/Supervisor of the GTC in all areas under the responsibility of the DPCA to include: community activities, public affairs, family support, medical readiness, education services, personnel services, Morale Welfare and Recreation (MWR), and business operations.
  • Attends meetings, communicates, and coordinates with local and other federal, state, and city officials, and civic organizations for the purpose of obtaining services, providing services, planning for future needs, and discussing community problems or development plans that affect training center operations and the community.
  • Programs and projects work requirements to support known training events.
  • Performs other duties as assigned - Develop and update protocol policies and directives for the Commanders review and approval. Performs in support of the Base Operations Manager/Supervisor in the conduction of activities on the GTC to include military protocol activities and public events. Responsible for planning and coordinating all aspects of visits by Distinguished Visitors, Very Important Persons (includes general and other flag officers and high-ranking civilian employees of (DoD) components), and other official visitors to the GTC.

Appointment Factor(s): This is a Title 5 Excepted Service position.

Remarks and Conditions of Employment:

  • The incumbent must have, at a minimum, a completed National Agency Check (NAC) prior to position assignment and must be able to obtain and maintain a Secret security clearance within 1 year of appointment.
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 23 March 2006.
  • May occasionally be required to work other than normal duty hours; overtime may be required.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • May occasionally be required to work other than normal duty hours; comp-time or overtime may be required.
  • Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
  • Participation in direct deposit is mandatory.

Qualifications

Basic Qualification : Skilled in collecting data effectively, efficiently, and accurately; Ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communication; Ability to write English in reports and presentation formats; Ability to communicate clearly and effectively; and, Skilled in applying procedures and directives by reading and interpreting program material.

Specialized Experience :
To qualify at the GS-012 grade level your resume must include relevant experience/education with beginning and ending dates reflecting the following: One year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector. Experience planning, directing, and coordinating work to be accomplished by subordinates, setting, and adjusting short-term priorities, and prepare schedules for completion of work. Experience evaluating work performance of subordinates; give advice, counsel, or instruction to employees on both work and administrative matters. Experience Interviewing candidates for positions, recommend appointment, promotion, or reassignment to such positions. Experience resolving complaints from employees. Experience identifying developmental and training needs of employees. Experience providing advisory services for community activities, public affairs, family support, medical readiness, education services, personnel services, Morale Welfare and Recreation (MWR), and business operations. Experience with attending meetings, communication, and coordinating with local and other federal, state, and city officials, and civic organizations. Experience developing procedures, implementing plans, and coordinating with outside sources.
