Overview


Responsible for the administration and management of the Citizen Resource & Outreach Division and all aspects of operations and services to assist citizens experiencing a temporary financial or medical crisis in an effort to promote self-sufficiency. Services include financial assistance, Veterans claims and ensuring that the County meets all Federal American with Disabilities (ADA) requirements.

The position requires independent judgment and insight as well fiscal accountability and is performed under the general supervision of the Department Director.


Representative Duties


  • Develops and reviews Division policies and procedures for compliance with County, State and Federal Regulations operational relevance and compliance to County, State and Federal statutes and guidelines.
  • Provides administrative direction and coordination of Division activities including planning, coordinating, development and implementation of service delivery systems.
  • Manages activities of programs and the operation of community-based sites to ensure that services are provided to eligible residents of the community.
  • Develops Division goals consistent with community needs and Orange County policy.
  • Ensure County compliance with the ADA through supervision of the County’s ADA Coordinator and working with internal and external stakeholders. Position also serves as back-up when the ADA Coordinator is not available.
  • Responds to and resolves problems and complaints related to staff members, residents, landlords and clients.
  • Coordinates program planning with State and local government agencies, non-profit and philanthropic organizations.
  • This position is also responsible for leading the Division in special projects in response to emerging social needs in the community and works collaboratively with multiple internal and external stakeholders, including federally funded programs, to assist citizens based on their eligibility.
  • Manages Division efforts and initiatives designed to effectively hire, compensate, develop, performance management and retention of Citizens Resource & Outreach staff.
  • Plans, develops, directs and monitors Divisions budget by analyzing revenues and authorizing expenditures consistent with County, Department and Division objectives.
  • Manages revolving fund to include overseeing process for obtaining required information for IRS reporting from landlords, reconciliation of revolving fund and adjusting financial section of software program as needed to meet all requirements.
  • Performs other duties as assigned.

Minimum Qualifications


Requires a Bachelor’s degree in Counseling, Social Work, Human Services, Psychology, Education, Business or Public Administration or a related field and six years of responsible experience in a human services organization serving children and families, including two years of supervisory or managerial experience or equivalent combination of relevant education and experience.

General financial and/or accounting knowledge.

General knowledge related to Americans with Disabilities Act (ADA)

Salary


$50.20/hr. to $64.01/hr. Placement based on qualifications.

Educational Requirements
