P E Systems, Inc. has an exciting opportunity for a Management Analyst II, in Manama, Bahrain supporting the NAVCENT/C5F NLLP fleet.

GENERAL FUNCTION:

  • Provide a qualified Management Analyst II and with a Top Secret/Sensitive Compartmented Information to perform tasking associated with NAVCENT/C5F NLLP fleet site located at C5F Headquarters, Manama, Bahrain or embarked flagship. When embarked in the flagship outside of the designated homeport, a 10-hour work day may be required, with occasional 12-hour work days during periods of heightened national interests.
  • Provide subject matter expertise to assist C5F in the execution of their lessons learned duties and responsibilities in accordance with OPNAV Instruction 3500.37D “Navy Lessons Learned Program” and fleet lessons learned policy.
  • Review message traffic, staff email, fleet online portals and other operational data archives for lessons learned reports, post exercise reports, after action reports, post deployment briefs, operational situation reports, training readiness reports, safety mishap reports, and equipment casualty reports, to include supporting documentation in any electronic format, in order to extract, condense and summarize lessons learned, observations and recommendations, and best practices from operational and tactical issues and procedures. Format relevant content, validate with fleet staff, and load into NLLIS.
  • Serve as C5F tier Command Lesson Manager (CLM) in NLLIS. Validate submitted command observations and recommendations with appropriate staff members. Review all entries in NLLIS/JLLS for correctness, continued applicability, navy tasks (NTA) and analysis as required. Manage all online content to include unstructured records in fleet data repository and fleet communities of practice.
  • Tailor JLLIS lessons learned training manuals, NWDC lessons learned training presentations, and other NWDC lessons learned products to specific C5F requirements. Schedule and present briefs on NWDC products and services to Fleet staff.
  • Develop, schedule, and provide onsite training on NLLIS for all command units and staffs.
  • Prepare and conduct training on the command lessons learned collection process to the exercise audience for major exercises, including regular staff members and staff augmentees. Coordinate with Command Lesson Managers to ensure force is trained in NLLIS, fleet lessons learned practices, and NLLP available support.
  • Provide Lessons Learned trend analysis reports and other tailored analytical reports as tasked by C5F Commander, Chief of Staff, Maritime Operations Center Director, or Maritime Headquarters Director.
  • Conduct queries and searches of the data in NLLIS in response to fleet requests for information (RFI).
  • Participate in command operational planning teams by providing relevant lessons learned and best practices from previous operations and exercises.
  • Participate in command exercise planning groups by providing lessons learned exercise summaries from C5F exercises.
  • Participate in fleet pre-deployment training conferences and mission area planning conferences by providing relevant lessons learned and best practices from previous operations and exercises. Coordinate staff reach back to NWDC for additional support as required.

QUALIFICATIONS:

  • Requires a BA/BS (Graduate Degree Preferred); and between 5-10 years of experience in the field or in a related area.
  • Must have significant Navy operational-level of war and tactical experience, including 4-6 years in planning and executing fleet operations and exercises. Required experience should come from major staff duty at fleet commander, naval component/numbered fleet commander and/or strike group commander, with preferred experience working in the Maritime Operations Center (MOC).
  • Must obtain and maintain a government security clearance at the TS/SCI level.
  • Must be proficient in the use of Microsoft Office Applications (Outlook, Word, Excel, PowerPoint and Access) and other Customer specified applications.
