POSITION DESCRIPTION:

· The Licensed Master Social Worker 1(LMSW1) within the Eligibility Team, will provide support and assistance to the Region 3 eligibility team. This position assists to adequately respond to a growing volume of eligibility requests. There are currently 21,000+ people within the region with eligibility and waiver enrollment, there are regularly circumstances that require a re-review of both eligibility and updated Level of Care forms.

PRIMARY DUTIES AND RESPONSIBILITIES:

Duties include but are not limited to:

· Following a Licensed Clinical Review of eligibility for first, second and/or third step, prepare and send outcome letters within required timeline.

· May participate in clinical eligibility reviews at first step.

· Send request for third step review to appropriate Central Office staff.

· Coordinate documents for Fair Hearings.

· Ensure Fair hearing summaries are sent out within time frames.

· Complete TABS entries throughout the process related to review outcomes.

· Interface and respond to inquiries from stakeholders related to the eligibility status.

· Tracking, monitoring, and generating reports on a variety of steps of the review process

· Interface with the front Door Team, CCOs and other stakeholders.

· Other duties as assigned

NOTE: Travel may be required in the performance of the duties of the position. This may include a state-owned vehicle, as available, or the employee’s own car. An employee who uses his/her own car will

be reimbursed at current negotiated rates.

MINIMUM QUALIFICATIONS:

Permanent Qualifications: Candidates must currently be a permanent LMSW 1 OR must be active and reachable on the current Civil Service eligible list for LMSW 1.

Transfer Qualifications: Candidates must beeligible for 70.1 transfer by way of current permanent status in a title deemed comparable to the LMSW 1 by the Department of Civil Service (Must also be within 2 salary grades of the targeted title).

Provisional Qualifications: Candidates must be licensed and currently registered by New York State as a Licensed Master Social Worker (LMSW) AND have one year of post NYS licensure professional social work experience;**

Or Candidates must belicensed and currently registered by New York State as a Licensed Clinical Social Worker (LCSW).

Registration and licensure as a Licensed Mental Health Counselor is not considered qualifying for these examinations.

** Professional social work experience involves activities such as screening, assessing and diagnosing individuals' and families' psychosocial needs, strengths and limitations; participating in the development of treatment plans and discharge plans; counseling and educating individuals, groups and families to promote mental, emotional, physical and social functioning; helping access needed services; providing client/patient advocacy and crisis intervention; and developing, coordinating and evaluating services and support systems. Experience limited to social work research or social work administration is NOT considered qualifying.

NOTE: Provisional appointments will only be considered if there are insufficient in-Title and/or Civil Service List candidates.
