REPORTING RELATIONSHIP:

Reports directly to: LCDC, Supervisor

The Licensed Chemical Dependency Counselor (LCDC)within this Department serves at the facility or staff level and is selected by the Counselor Supervisor, Assistant Chief, Specialty Court Services, and an Administrative panel after having met the requisite education, training, and experience criteria set out in this job description. The individual is not responsible for supervision of employees. Applicant is hired under the legal doctrine of employment at will.

SUMMARY JOB DESCRIPTION:

Under general supervision, the primary duties of this position are to assist in conducting programs to provide treatment for conditions and problems relating to drug and alcohol abuse and/or dual diagnosis treatment. Conducts or assists in conducting individual and group counseling sessions and instructional programs. Performs other related duties as required.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Participate in orientations of clients regarding the Cognitive Behavior Therapy and Co-Occurring Psychiatric and Substance use Disorders for substance abuse and/or chemical dependency treatment programs and/or dual diagnosis treatment programs;
  • Facilitate and co-facilitate didactic educational presentations, group counseling, and individual counseling sessions as required per program curriculum per week;
  • Maintain a knowledge of new developments in the field of substance abuse and dual diagnosis;
  • Maintain a collegian relationship with other substance abuse and dual diagnosis professionals, programs, and associations;
  • Complete required assessment, psycho-social history, and testing on all incoming clients;
  • Develop an individual treatment plan for each client within his/her assigned caseload based on program needs;
  • Complete all required documentation and/or required forms for those clients who are assigned to his/her caseload;
  • Assist in the coordination of client program schedules to ensure the needs of the client and goals set by the individual treatment plan are met;
  • Submit reports to the referring officer;
  • Develop discharge plans and provide follow-up on clients who are released from the program;
  • Document and forward Admission progress reports and incident reports, and Discharge and Aftercare Summary to the RCSO/CSO as required;
  • Prepare statistical reporting of clients served;
  • Establish and maintain computerized records and/reports;
  • Attend and participate in weekly facility meetings;
  • Comply with HIPAA and PHI to ensure confidentiality of all client information;
  • Inform proper authority when attendance issues are present or non-compliance is evidenced;
  • Contribute to team effort by accomplishing related duties as needed.

KNOWLEDGE:

  • Basic knowledge of Cognitive Behavioral Therapy based counseling methods and techniques;
  • Basic knowledge of Dual Diagnosis Treatment;
  • Basic knowledge of the Counseling 12 Core Functions of drug and alcohol substance abuse programs and treatment;
  • Basic knowledge of the 12 Step Program of Alcoholics Anonymous and Narcotics Anonymous;
  • Basic knowledge of the criminal justice system;
  • Ability to make accurate and appropriate counselor inferences, assessments and judgments;
  • Basic knowledge of referral and residential placement process within the criminal justice system;
  • Ability to assess defendant condition and determine effective treatment alternative;
  • Personal commitment to uphold and adhere to the Code of Ethics as outlined by the CSCD and the Texas Commission on Alcohol and Drug Abuse and Texas Association of Alcohol and Drug Abuse Counselors;
  • Ability to communicate effectively, both verbally and in writing;
  • Ability to organize and report data;
  • Ability to work with a team of professionals and have the ability to implement team strategic approaches to work assignments;
  • Proficient in operating Windows-based word processing, spreadsheet, and data base software;
  • Ability to establish and maintain effective working relationships with subordinates, peers, other CSCD and County employees, outside organizations, other agencies and the general public;
  • Basic knowledge of case management system.

MINIMUM EDUCATION AND EXPERIENCE:

  • High School/GED graduate is required;
  • Graduate from an accredited college or university with a Bachelor’s Degree in Counseling, Social Work, Behavioral Science or a closely related field is desirable;
  • Must be a current Licensed Chemical Dependency Counselor (LCDC) in the State of Texas and in good standing;
  • Completion of the Co-Occurring Psychiatric and Substance use Disorders (COPSD) Certification is desirable;
  • Two (2) years relevant work experience with adults in dealing with Dual Diagnosis and/or Substance Abuse issues and counseling is required;
  • One (1) year relevant work experience working in a Co-Occurring Psychiatric and Substance use Disorders (COPSD) unit is preferred;
  • Education or experience may be substituted for one another;
  • Required to complete the Residential Staff Certification Course within one (1) year of assignment to a residential facility, if applicable;
  • Bi-lingual (English/Spanish) is preferred.

PHYSICAL REQUIREMENTS:

Includes lifting/carrying 10 to 30 lbs. frequently;visual acuity, speech and hearing; hand an eye coordination and manual dexterity necessary to operate a medical and basic office equipment. Duties require periods of walking and standing. Subject to sitting, walking,standing, reaching, twisting and handling to perform the essential job functions.

Applicant must possess a valid Texas Driver’s license. Applicant must pass and maintain a favorable criminal background check. Applicant must clear a pre-employment physical and urinalysis test.

WORK CONDITIONS:

Working conditions are primarily inside a residential facility and/or office environment. May be exposed to temperature variations and cramped areas. Exposure to controlled correctional environment and potential risk of bodily injury and/or hazardous conditions may exist. Individual will work in the proximity of some clients who could be considered dangerous. Work with clients who may have been convicted of felony and/or misdemeanor offenses.

May require travel to remote sites within Bexar County.

Applicant maybe required to be on call 24 hours a day, 7 days per week.

Applicant maybe required to work a flexible schedule and more than 40 hours during the workweek.
