Legislative & Healthcare Program Implementation Expert, VHA OHT
Summary:
Yorktown Systems Group is seeking a highly qualified Program Implementation Expert to provide professional services and support to the Office of Healthcare Transformation (OHT) of the Veterans Health Administration (VHA). The Office of Healthcare Transformation is charged with leading multiple initiatives associated with VHA transformation. The Program Implementation Expert will support OHT projects aligned with the Integrated Healthcare Portfolio Management (IHPM) tool; there are six IHPM portfolios Deliver Healthcare and Provide Access to Healthcare, Healthcare education, research and Public Health, Manage Government Resources, Provide Healthcare Administration and Provide Information Technology Services. The services in this task order will support OHT projects aligned primarily with the Healthcare Education, Research and Public Health portfolio as well as cross-cutting legislative related projects. Due to the fluid nature of VHA project work and healthcare in general, some supported projects may be aligned to different IHPM portfolios..
Specific duties may include, but are not limited to:
- Facilitate end to end management of legislation implementation in VA and VHA
- Streamline communications between partnering offices
- Assist program offices implementing enacted legislation using standard tools, templates, and implementation framework
- Assuring optimal results for our Veterans, workforce and other stakeholders, timely implementation of new statutes, clear visibility, tracking and internal controls from beginning to end of the legislative process best serving our Veterans
- Provide strategies to improve health by focusing on the well-being of the Veterans and VA health staff communities
- Develop and implement public health policy that promotes disease prevention, risk reduction and improved health for the community
- Foster advancement in health knowledge
- Promote healthcare knowledge advancement and providing for practitioner education
Job Requirements:
Required Qualifications:
- Master’s degree in related field
- Ten (10) years’ experience implementing programs in a large organization
- Five (5) years’ experience with Planning, Programming, Budgeting, and Execution (PPBE)
- More than five (5) years of experience implementing programs related to health care policy and health care education at the national level for a large-scale integrated health care systems
- More than three years of experience implementing clinical and business processes within a healthcare organization and in/with affiliated health care education systems
- Experience with implementing one (1) project in VHA
Clearance: Must be able to pass a Background Investigation / NACI.
Location: Washington, DC / National Capitol Region
Travel: Some travel may be required.
