The New Jersey Infrastructure Bank (I-Bank) is an independent state financing authority authorized to issue revenue bonds to make loans to finance the construction of eligible environmental and transportation infrastructure projects.

POSITION SUMMARY

This role contributes to the I-Bank’s legal oversight by performing legal and compliance work under the direction of the Chief Legal & Compliance Officer (CLCO). Primary Responsibilities consist of monitoring the compliance requirements for the I-Bank and providing regulatory compliance support to the CLCO. Such support includes research, analysis and evaluation of New Jersey State and Federal laws and regulations, preparation of Uniform Commercial Code filings, and assistance in the preparation of legislative reports. This position will also be responsible for the maintenance and execution of protocols and internal controls that help monitor compliance with state and federal requirements, regulations and policies of the I-Bank’s underlying water and transportation financing programs.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Assist the CLCO in maintaining and tracking legislative, regulatory, and policy compliance requirements of the I-Bank;
  • Assist CLCO in drafting program legislation, and with preparing amendments and testimony as necessary;
  • Assist in drafting annual publications for the NJ Legislature;
  • Conduct legal research and advise on various state and federal statutory and regulatory matters;
  • Draft research memos as necessary for the CLCO;
  • Function as the Alternate Ethics Liaison Officer and Alternate Affirmative Action Officer (will require knowledge of the State of New Jersey Policy Against Discrimination in the Workplace);
  • Develop and maintain critical resource and reference materials including policies, talking points, presentations, and legislative reports;
  • Maintain compliance activities related to Uniform Commercial Code filings;
  • Assist with general Board of Director operating procedures (requires working knowledge of the State of NJ Open Public Meetings Act, and Robert’s Rules of Order);
  • Serve as alternate Records Custodian under the New Jersey Open Public Records Act;
  • Ensure compliance with New Jersey state law and applicable regulations on public procurements and I-Bank Procurement Policy including the development of Requests for Proposals (RFPs), review of respondent proposals, and conduct research as necessary; and
  • Assist with other legal matters, including but not limited to drafting and the review of contract documents, development of and revisions to policies and procedures, and drafting Board of Director resolutions, memos, and reports.

REQUIREMENTS

Knowledge, Skills, and Abilities:

  • Excellent verbal and written communication skills; ability to communicate accurately, clearly, and effectively;
  • Advanced research ability and analytical skills;
  • Ability to prioritize workload, must be highly organized, detail-oriented, handle various tasks simultaneously;
  • Proficiency in Microsoft Office Suite, and ability to learn new software packages;
  • Experience analyzing statutes, regulations, and case law; and
  • Ability to work effectively within prescribed deadlines and cooperatively with I-Bank staff, staff of other divisions, departments, and/or branches of government, and with the public.

Education: Graduation from an accredited Law School with a Juris Doctor (J.D.) degree.

Experience: One (1) year of experience in conducting legal research, analyzing and evaluating legal documents, rules, regulations, and/or legislation, or the review and analysis of regulatory matters in a government agency; or one (1) year of experience as an attorney.

License:

  • Appointee must possess a current Certificate of Good Standing issued by the New Jersey Board of Bar Examiners, or other license to practice law issued by any state in the United States.
  • Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
