Description: CRG is seeking a strategic Program Manager to lead, manage, and oversee our support to the Department of State Bureau of Education and Cultural Affairs Program Office. The Strategy Program Manager (PM) for this contract will be responsible for overseeing a team of contract personnel that provides IT support services that are critical to the program's mission of increasing mutual understanding between the US and other countries through educational and cultural change, as well as the ability to drive new and innovative technologies across the organization. This will include a team of technology strategy analyst, business solutions development, and communication strategist personnel.

Program Manager Duties

  • Manage day-to-day activities of the PMO, including management of personnel, supporting oversight of contract vendors, managing team travel, and interfacing with (domestic and international) program stakeholders, including coordinating Bureaus and Offices within the DOS.
  • Perform workload studies, identify new staffing requirements, and provide recommendations for new and existing IT policies, process, and standards which will support the shaping and implementation of a modern, telework-first organization.
  • Identify technologies that IRM is implementing and determine how it can best be used across ECA to eliminate duplicative efforts and reduce costs.
  • Advise PMO leadership on management best practices, develop management processes, and recommend management efficiencies.
  • Assist with responding to requests for information, internal, and external taskings, and the development of briefings for DOS leadership.
  • Track and oversee team security and travel requirements.
  • Develop program management plans, implement proven program, and project management methodologies to ensure the on-time delivery of high-quality services to CRG customers, including (but not limited to) transition, risk mitigation, and quality management.
  • Assign tasks to project team members, ensure services, products, and deliverables are completed to a high-quality standard.
  • Manage project schedule, scope, budget, while maintaining a high level of customer satisfaction.
  • Manage and mitigate risks and resolve project and personnel issues.
  • Ensure continuous improvement of support services, taking accountability for project results.
  • Recruit, interview, hire, and manage the project team and personnel, facilitate performance reviews and feedback, support teambuilding and ensure employee engagement and satisfaction.
  • Lead and oversee program and project reporting, such as contract kickoff meetings, status meetings, and progress reports.
  • Support resource management, contract invoicing, and financial management.
  • Perform resource planning, participate, and provide updates in CRG's corporate Program Management Review meetings.

Location: On-site/Hybrid. Main office located in Washington, DC

Required Qualifications:

  • Active Secret Clearance required.
  • Bachelor's Degree in Information Technology, Computer Science, or related field (Master's is preferred).
  • Project Management Institute (PMI) Project Management Professional (PMP) Certification is preferred.
  • Minimum 7 years of experience successfully leading technical projects and leading teams to transform organizations through the use of technology.
  • Experience leading strategic planning and process improvement initiatives.
  • Technical experience with cloud platforms and cloud-based IT solutions and technologies.
  • Excellent leadership, communication, customer services, and organizational skills.
  • Technical certification related to business transformation technology is preferred (i.e., Microsoft Power Platform).
  • 5+ years of experience specifically leading projects for the (DOS) is preferred.
  • Strong understanding of federal acquisition regulations, contract management, including acquisitions processes.
  • Demonstrated self-starter with a high level of energy, proven record as a team player, outstanding communicator with demonstrated political savvy, unquestionable integrity, credibility, and character, strong leadership, teambuilding, critical thinking, and problem-solving skills.
