We have an Intelligence Officer (Special Agent) vacancy in our Criminal Enforcement Unit (CEU).

This position is unique because you can qualify for the position a couple different ways, entry-level law enforcement, lateral law enforcement or non-law enforcement.

Special Agents are duly sworn law enforcement officers or in this case, non-law enforcement and must meet the Special Requirements/Conditions of Employment (Download PDF reader). Although they are exempt from civil service, they have many of the same benefits as general service employees, including a generous insurance and leave package. They also belong to the Public Safety Employees Retirement System (PSERS) and have a flexible work schedule of 160 hours within 28-day work periods.

If you decide to apply as law enforcement, but do not currently hold a law enforcement certification, you will have the opportunity to attend the Basic Law Enforcement Academy through the Washington State Criminal Justice Training Center.

This position will be assigned to one of these two locations: Spokane field office or Federal Way field office.

Duties

Intelligence Officers assigned to this unit are based out of our Federal Way or Spokane offices and assigned to a geographical area. CEU Intelligence Officers assist in ongoing investigations and provide research, social network analysis, telephone analysis profiles or dossiers on criminals and other products to assist in investigations. Intelligence Officers prepare comprehensive written reports, presentations, maps, or charts, based on research, collection, and analysis of intelligence data. Additionally, Intelligence Officers produce and disseminate intelligence bulletins regarding criminal activity or enterprises that may affect officer safety and create BOLO/alerts, as necessary.

The Criminal Enforcement Unit investigates illegal gambling activities that occur at licensed and unlicensed facilities and individuals or organizations involved in crimes involving gambling or have a gambling nexus. They investigate a variety of crimes including, but not limited to: Criminal profiteering, loansharking, extorsion, animal fighting, illegal gambling, sports wagering, money laundering, and the seizing of assets. CEU Special Agents have an industry reputation of excellence, specializing in unique areas of criminal law. Our Special Agents receive extensive training, internal and external, and attend conferences across the country.

Some of what you will do:
  • Work in partnership with federal, state, local and tribal law enforcement agencies providing your specialized skills.
  • Develop probable cause through all legally available means, including working in an undercover role and managing confidential informants.
  • Conduct field interviews, physical and electronic surveillance, drafting and serving search warrants, tactical entry and making custodial arrests.
  • Monitor crime trends to analyze current and future possible events.
  • Provide analysis and the necessary guidance to individuals and corporate organizations for purposes of helping them make good investment decisions.
  • Gather and analyze financial information.
  • Study the assets of criminal suspects to determine the flow of money from or to targeted groups and initial sources and ultimate destinations.
  • Assess the economic performance of specific companies, individuals, or financial enterprises and give a detailed analysis of the same to case agent.
  • Establish and maintain liaison activity with other law enforcement agencies and private sector organizations. Ensures effective exchange or criminal intelligence information.
  • Provide a summary of conclusions and offers potential areas of further investigations.
  • Provide alternate conclusions and offer potential areas of further investigations.
  • Monitor crime trends to analyze current and future possible events.

Special Agent starting salary ranges from $61,591 - $82,865 annually, depending upon your education and experience.

NOTE: 5% Premium Pay will be added to salary if duty station is in Federal Way.

Qualifications

Required Qualifications


  • High school graduation, GED, or equivalent education.
  • Must be at least 21 years of age at time of hire.
We may give preference to candidates with the following qualifications:
  • Current Certified Fraud Examiner (CFE).
  • IALEIA Basic Analyst Classification or Criminal Intelligence Certified Analyst (CICA).
  • CAMS (Certified Anti-Money Laundering Specialist)
  • Successful completion of the WA State Basic Law Enforcement Academy, or equivalent law enforcement academy.
  • Experience as a law enforcement officer analyst.
  • Experience in complex criminal, financial, and/or digital/cyber/internet investigations.
  • Experience conducting complex investigations to include writing reports, conducting interviews, interpreting, and applying complex policies, rules, and laws.
  • Documented fluency in Vietnamese, Chinese, Cambodian, Korean, Japanese, Russian, or Spanish languages.

As a Washington State limited law enforcement officer, the Special Agent is required to complete a basic law enforcement academy or equivalency. If you do not hold a current law enforcement certification you may be required to attend the Basic Law Enforcement Academy through the Washington State Criminal Justice Training Center. Prior experience and/or training as a fully commissioned peace officer, limited jurisdiction law enforcement officer for the State of Washington, or a Federal Law Enforcement training program may substitute for this requirement.
