Job Summary


This position is located in Willmar. The position will have the option to telework (2-3 days per week); the employee will be required to complete a telework agreement.

The purpose of this position is to provide paraprofessional Human Resources services and administer Human Resources policies in the areas of recruitment, selection, onboarding, transactions, classification, compensation and labor relations. This position will serve or assist in the areas of recruitment and selection, Family Medical Leave Act, Paid Parental Leave and DDIR responsibilities.

Qualifications

Minimum Qualifications

Human Resources Technician 1:

One (1) year of experience performing a variety of program support functions in human resources or payroll that demonstrate all the following:

AND

  • Reading comprehension sufficient to understand and correctly apply written material (e.g., collective bargaining agreements, personnel policies, and procedures) to business processes.
  • Ability to communicate effectively, both orally and in writing, sufficient to respond to employee inquiries, explain policies/procedures, conduct training and new employee orientation, and develop informational materials.
  • Computer software skills (e.g., Microsoft Word, Excel, PowerPoint, Publisher, and Outlook) sufficient to prepare and/or edit reports, compile, and review reports, create informational materials, create employee and applicant letters and memoranda, etc.

Human Resources Technician 2:

Two (2) years of technical human resources experience that demonstrates all the following:

AND

  • Utilizing HR information systems (HRIS) to enter wages or other transactions.
  • Experience applying federal, state and or employment contract language, personnel rules, personnel and payroll policy and procedure as it pertains to employee transaction, payroll and benefit processes.
  • Ability to communicate effectively, both orally and in writing, sufficient to respond to employee inquiries, explain policies/procedures, conduct training and new employee orientation, and develop informational materials.
  • Computer software skills (e.g., Microsoft Word, Excel, PowerPoint, Publisher, and Outlook) sufficient to prepare and/or edit reports, compile, and review reports, create informational materials, create employee and applicant letters and memoranda, etc.

Preferred Qualifications

  • Knowledge and experience applying employment contract language, and personnel rules.
  • Experience with State of Minnesota contract language to sufficiently answer employee questions pertaining to bargaining unit contracts.
  • Experience with SEMA4
  • Experience providing employment benefit information to employees
