POSITION SUMMARY:

We are currently recruiting for a Human Resources Specialist. This Full-Time position pays $25.00 per hour and is located Rockville, Maryland.

Employees assigned to this position are subject to Union membership, fees, and dues in accordance with the collective bargaining agreement, and employment with ATHENA may be conditioned upon participation in client’s Union.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • This position will provide support to the DHHS HR office which supports both Supervisors and employees in the area of human resources for over 1750 positions.
  • Responsibilities may include providing recruitment and selection support for all vacancies, which is over 335 vacancies and over 100 pending hires.
  • This position will provide support for the large recruiting cycles for School health Services, Office of Eligibility and Support Services and Child Welfare and all other large recruitments to include PAAs, OSC, Nurses and Therapists.
  • This position will assist with the onboarding and offboarding requirements for the department.
  • Assist with HR orientation and compliance
  • Assist with record retention and other related duties.
  • This position will review departmental practices and procedures related to records management and filing in accordance with state and federal laws,
  • Forms used, reports generated, and various other phases of program organization and administration.
  • Other duties as assigned

Required Skills/Abilities:

  • HR coordinator/staffing experience
  • Demonstrated knowledge of Microsoft Office Suite and experience in developing presentations preferred.
  • Knowledge of personnel principles and practices appropriate to the field of assignment.
  • Ability to rapidly acquire knowledge of the Montgomery County Government, its rules and regulations.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to attend meetings or perform other assignments at locations outside of the office, if necessary.
  • Skill in operating desktop computers and word processing, spreadsheet, database, presentation and other office automation software.
  • Ability to acquire a thorough knowledge of departmental rules, regulations, procedures and functions and to apply these to work problems.
  • Ability to work independently on multiple and varied administrative tasks.
  • Ability to work with sensitive information and maintain confidentiality.
  • Ability to deal tactfully and effectively with people.
  • Ability to maintain multiple and complicated records and databases and to generate/prepare accurate reports

Education and Experience:

  • Graduation from an accredited college or university with a bachelor’s degree.
  • An equivalent combination of experience and education may be substituted.
  • (1 year) of applicable professional experience in Human Resources with recruiting and staffing.

Physical Requirements:

  • Prolonged periods of sitting at a desk and working on a computer.
