HR Director Job Description

Basic job outline:
The Director, Human Resources is responsible for developing HR strategies and improving the capabilities to support the organization. Through established processes, programs and special initiatives, the Director will drive organizational and employee development, facilitate positive employee and labor relations while ensuring compliance with all local, state and federal laws. Additionally, the Director will also serve as a business partner with management on all human resources issues.

The Director will be a hands-on and interactive professional who will develop and execute practices and processes across all functional areas. This role will provide functional leadership to the HR department and management teams across the entire Company. It is imperative that the Director functions as a positive support person for the entire management team.

The individual will be a direct interface with the ICC Industries and will implement and maintain ICC/HR initiatives and compliance.

The Director applies an understanding of key legal precedents, policies, and practices to protect the interests of the organization and individual employees, monitors internal and external factors to anticipate the HR needs of the organization.

This position will provide strategic direction and leadership to the Human Resources department to assure that effective HR practices comply with the companies’ policies and applicable regulatory agencies; provide guidance, advice and support for the fulfillment of recruitment, staffing, compensation, training, administration, compliance and communication activities and participates in the review analysis and development of salary group health care programs.

An important element of the position is managing and continuing to foster and develop positive labor and employee relations. The Director is responsible for providing insight and direction on the interpretation and administration of collective bargaining agreements to management and the manufacturing operations. The Director will lead the collective bargaining management team ensuring “good-faith” bargaining practices are maintained and new Collective Bargaining Agreements are negotiated within defined senior management parameters, both economically and operationally.

Qualifications:
  • Bachelor’s Degree in Business or Human Resources related field required. SPHR and/or MBA a plus.
  • Strong background in the areas of recruiting, compensation and benefits, human capital management, employee relations, talent development, organizational change, labor relations, and performance management.
  • Minimum ten (8-10) years of senior level HR union represented manufacturing experience required. Labor contract administration preferred.
  • Recruiting all levels of positions with an emphasis in senior level positions.
  • Minimum three to five (3-5) years’ experience in decision-making organizational development, compensation, health care and benefits.
  • Excellent management and leadership skills.
  • Experience in strategic planning and execution.
  • Collective Bargaining Experience and Chief Spokesperson preferred; Labor contract administration.
  • Health Care Benefits design, implementation and administration experience.

Other needed expertise:
  • In-depth Labor Law and HR Regulatory requirements and Compliance.
  • Negotiation and Change Management Skills.
  • Broad understanding of business issues, metrics and organizational linkages.
• Demonstrated success at being both strategic and tactical thinker.
  • Demonstrative track record of on-going positive labor and management relations.
  • Leadership succession planning development / mentoring.
  • Decision-making and judgement based on well thought-out reasoning.
  • Must be extremely organized with a high degree of accuracy and flexibility.
  • Must be attentive to detail and will possess exceptional interpersonal skills and a positive, collaborative leadership attitude and management style,.
  • Progressive, forward-thinking, hi-energy, self-starter with a strong foundation in HR and:
  • Background in a multi-site, manufacturing environment.
  • Decisive when required, but flexible if further change is warranted in the future.
  • Mindful of the implications of a decision for all affected parties.
  • Must be extremely organized with a high degree of accuracy and flexibility.
  • Must be attentive to detail and will possess exceptional customer service skills and a positive, proactive leadership skills.
  • Management style compliments Dover Chemical culture.
Work requires professional and written and verbal communication and interpersonal skills.
  • Ability to motivate teams to produce quality results and simultaneously manage several initiatives

  • Must have the ability to maintain appropriate employee and business / company confidentiality at all times.
  • Must possess and exercise sound professional judgement in the performance of his/her job.
  • Successful in conflict resolution.

  • Teamster Union, Local No. 92 International Representatives, Stewards & Committee members.
  • Teamsters Union, Local No. 92 Health & Welfare Plan Trust – (The Director is a Trustee).
  • United Steelworkers Union, Local 7-209 Intl Representative, Stewards & Committee members.
  • School District activities and outreach (Dover & New Philadelphia Ohio
  • External Legal Counsel (when appropriate)
  • Government (Local, State & Federal) agencies applicable to Human Resource matters..
  • Dover Chemical Community Advisory Panel (CAP) participant.
