Job Summary

Hiring Range: $44033.60 - $55,952.00/Year D.O.Q.

This position under the general supervision of the HR Manager (Employee Services) assists in all facets of Human Resources including, but not limited to, compensation, recruitment, compliance, policy implementation, performance management, talent management, employee relations, and preparation of related documents and reports to support department initiatives.

ESSENTIAL FUNCTIONS

  • Completes external/internal posting of job vacancies; generates and maintains all documentation relating to open positions within the Port; coordinates position openings between Port management, and others; works closely with hiring managers and HR staff throughout the recruitment and hiring process using talent management system (NEOGOV)
  • Works with hiring managers to create and maintain job requisitions, job descriptions, and job postings
  • Facilitates candidate interview logistics and assists PCCA hiring managers
  • Conducts education and driver license verification for new hires
  • Serve as the point of contact for onboarding new employees
  • Completes new hire set ups and enter approved employee changes in HRIS and talent management system
  • Provides administrative and general support to Human Resources in a professional and confidential manner
  • Assist with maintaining HR webpages on the Port’s internal website
  • Assists in recording and maintaining employee information such as personal data, compensation, performance evaluations, and termination data
  • Enters requisitions for the HR department using the HRIS system
  • Submits monthly invoices and receipts to the accounting department
  • Creates and sends new hire welcome and exit announcements
  • Keeps track and processes paperwork for temporary employees
  • Assists with administrative tasks for employee events
  • Orders sympathy gifts, welcome packages, retirement gifts, service awards, among other items, as necessary on behalf of PCCA
  • Conducts research for special projects, types and proofreads reports, letters and other materials
  • Keeps department informed regarding special assignments
  • Assists with special projects related to human resources administration and keeping track of spreadsheets or other related documentation
  • Design employee announcements as needed
  • Serves as the point of contact for employee perks information
  • CPR certified or ability to become CPR certified within the first year of employment
  • Performs related duties as assigned
  • Tier 3 status designation

CANDIDATE PROFILE

The preferred candidate for this position should be an organized, thorough, and disciplined individual with a focus on maintaining optimal integrity in support of human resources initiatives. The successful candidate must be professional, dynamic, energetic, and a self-starter with ability to maintain confidentiality, tact, and diplomacy with solid interpersonal, collaboration, and problem-solving skills. They must possess the following:

EDUCATION & CREDENTIALS

  • High school diploma or GED equivalent
  • Valid driver’s license
  • Ability to obtain and maintain a Transportation Worker Identification Credential (TWIC) during course of employment

EXPERIENCE

  • Minimum of two years of experience in the type of duties outlined above or acceptable equivalent experience
  • Previous experience with an applicant tracking system, preferred

  • Ability to maintain confidentiality, utilize mature judgment, be courteous and work efficiently, set and adjust priorities. Must learn PCCA and human resource functions
  • Ability to meet and deal with the public in a professional manner
  • Communicate effectively with staff at all levels verbally and in writing
  • Ability to prepare clear, concise reports, notes, correspondence and other written material and to review, revise and edit materials
  • Knowledge of administrative office procedures and skills

TECHNICAL SKILLS

  • Effective business communication skills utilizing correct English including spelling, grammar and punctuation
  • Organizational and time management skills, with attention to detail and creativity in fulfilling job responsibilities
  • Ability to handle multiple tasks from inception to completion, handle heavy workload and work under deadlines
  • Ability to perform research, evaluate alternatives and provide recommendations
  • Ability to represent the port effectively and work professionally with PCCA management and staff
  • Proficiency in MS Office, including Word, Excel, PowerPoint, Outlook, graphic computer programs, and other related applications

ESSENTIAL PHYSICAL JOB FUNCTIONS

  • Ability to perform essential job functions, including but not limited to frequent standing, walking, sitting, speaking or hearing, typing and occasional reaching, stooping, kneeling, lifting and/or moving up to 20 pounds with or without reasonable accommodation
  • Ability to work in a general office environment, and on a work site with exposure to adverse weather conditions, fumes and /or air particulates, working in high precarious places, risk of electrical shock and moving mechanical parts, moderate noise levels and working at heights, ability to wear personnel protective equipment, including hard hat, steel toed footwear, eye and hearing protection when performing work functions
  • Communicating verbally, in writing and over devices such as phones and mobile phones
  • Ability to operate mechanical and electrical equipment and light-weight highway vehicles and standard office equipment and to work the requisite hours to fulfill position objectives, including evenings and/or weekends, as needed
