POSITION DESCRIPTION:
POSITION: Human Resources Generalist (Benefits).
DEPARTMENT: Human Resources Department.
DATE: December 15, 2022.

Under general direction, the HR generalist is responsible for performing HR related duties on a professional level. The HR Generalist carries out responsibilities in the following functional areas: benefits administration, employee relations, training, performance management, onboarding, policy implementation, recruitment/employment, employment law compliance.

DUTIES AND RESPONSIBILITIES:
1. Advises management of state and federal regulations and effective HR practices. Ensures legal and ethical compliance with state and federal laws.
2. Administers various HR procedures for all employees; assists in the development and implementation of policies, procedures, employee handbook, and communication.
3. Coordinates benefits activities between participant, insurance carriers, and the organization’s payroll department. Processes benefits billing to include medical, dental, vision, life, AD&D, LTD, 401k, and ACA compliance.
4. Manages recruitment/employment and onboarding activities, including temporary agencies, open positions, and interviews, design and placement of employment advertising, interacting with the organization departments and external, conduct employment background check, onboarding orientation, new state new hire reporting, I-9 and visa processing.
5. Administers the compensation program and performance management process. Collaborates with HR Director in the development of job descriptions, salary grades, compensation schedules, and bonus plan.
6. Assists with employee relations counseling, outplacement counseling, exit interviews, and employee recognition programs and events.
7. Participates in administrative staff meetings, training, workshops and organization committees.
8. Maintains HR information system (ADP, HRIS), compiles reports, and responds to request for information from regulatory agencies. Responsible for accuracy of personnel files, conducts audits as needed and/or directed.
9. Assists with Workers Compensation and the Employee Health and Safety Program to positively impact workers’ compensation costs and ensure compliance with regulatory requirements (OSHA, DOT, California Labor Code, Commuter Program, etc.).
10. Coordinates and assists with special events: training and development, benefit fairs, retirement workshops, and other function involving vendors and carriers as needed.
11. Performs other duties as assigned.

  • Ability to maintain confidentiality, professional discretion and ethical behavior.
  • Excellent organizational, communication, interpersonal, analytical, problems solving, and time management skills.
  • Proficient in the operation of a personal computer, systems and application software required (MS Office, ADP, HRIS).
  • Working knowledge of payroll, benefits, and compensation processes required.
  • Ability to work independently and collaboratively as a member of the team.
  • Ability to handle multiple projects simultaneously.
  • Ability to meet deadlines and handle multiple projects simultaneously.
  • Ability to work effectively with a diverse community.
QUALIFICATIONS:

Education:
  • Regionally accredited Bachelor’s degree in Human Resources or Business Administration required, Master’s degree preferred; or Equivalent years of experience in the field of Human Resources, PHR or SPHR Certification highly desired.
  • Bilingual in Spanish (verbal and written) desired.
Experience:
  • 5 to 7 years of experience in the field of Human Resources, preferably in a non-profit organization.
  • Familiarity with ACA, COBRA, ERISA, FMLA, state and federal employment laws and regulations.
  • Requires prior knowledge of principles and practices of Human Resources and public service.
Complexity:
Ability to perform highly detailed work with sustained attention and ware while providing/obtaining information on numerous inquiries is paramount to success in this position.
