The City of Littleton has a unique opportunity for a Housing Policy Analyst to help plan, develop, and implement housing projects, policies and programs that contribute to the Envision Littleton 2040 Housing and Neighborhoods goals, policies, and actions. The Housing Policy Analyst helps direct and coordinate the city’s unique housing and community policy research and recommends appropriate policy actions to the Assistant City Manager. Examples of tasks include evaluating affordable housing development and financing proposals; assisting with stakeholder engagement and communication; conducting data analysis and reporting; reviewing development applications; and participating in small area planning. Work is performed with considerable independence, initiative and judgment within established policies, procedures, and practices; involves both self-guided and teamwork; and requires strong oral and written communication skills.

The ideal candidate has a passion for local government, community-based research and initiatives, and is interested in community development and planning. The successful candidate will be analytical minded with the ability to conduct thorough research, build effective relationships, and articulate complex information to diverse audiences.

This position will have the opportunity to interact and work with stakeholders involved in projects currently under development review as well a work on implementing the newly adopted Inclusionary Housing Ordinance (IHO) (Ordinance 26-2022). Work will center around developing policies and identifying short and long-term strategies as related to inclusionary housing in Littleton.

Hiring pay range: $60,000 - $75,000

This full-time term-limited position is exempt per FLSA and is not eligible for overtime compensation.

Work Schedule
: This is a full-time position, primarily in person, Monday through Friday, between the hours of 8 am and 5 pm. Flexible schedule and telework options may be available.

Essential Duties & Responsibilities

  • Under the direction of the Assistant City Manager, works on the analysis of affordable housing development and financing proposals and makes recommendations to the City Manager and City Council on housing policy and potential affordable housing investments. Providing the city with in-house research and data analysis to glean insight into existing programs and formulate thoughtful solutions to the housing crisis. Deepens the city’s understanding of the current housing market, the affordable housing landscape, and the delivery of housing units.
  • Under the direction of the Assistant City Manager, represents the city on internal panels and committees, and proposes housing and planning policies in response to a variety of housing and land use issues. Tracking and evaluating current and proposed federal and state housing production legislation and regulations, working closely with the Assistant City Manager to identify advocacy opportunities and establish priorities.
  • Participates in the preparation and presentation of staff reports performing research activities, ad-hoc projects, and reports as assigned to realize the goals, policies, and actions identified in Envision Littleton 2040. Partnering with city departments and stakeholders to identify and implement streamlining, process improvement, and message amplification opportunities.
  • Under the direction of the Assistant City Manager, works on building partnerships with community associations, private, non-profit, and other local and regional government agencies to accomplish key goals of the city.
  • Maintains effective relationships with all segments of the housing community, including, tenants, property owners/managers, developers, the South Metro Housing Options (SMHO) and non-profit housing developers, neighborhood and civic associations, and other stakeholders.
  • Review proposed draft regulatory changes for fiscal and programmatic impact and make recommendations regarding the origination and revision of city policies based on changes to county, state, and federal policies, laws, and regulations. Advises development review staff on process involved in IHO implementation
  • Meets with representatives of development in pre-application sessions to discuss and explain housing initiatives, programs, and regulatory, process, and financial incentives.
  • Prepares state and federal grant applications and assists in locating alternative funding sources for community development activities and completes all related reporting.
  • Collaborate with partners to develop and track metrics for key housing production initiatives. Prepare reports, presentations, memoranda and talking points that communicate progress and success of key initiatives.
  • Explain, interpret, and analyze redevelopment and affordable housing policies and regulations for the public.
  • May assist with the implementation and interpretation of state and federal legislation on redevelopment and inclusionary housing policies.
  • May assist with the administration and policy direction of the city’s Community Development Block Grant Program through partnership with Arapahoe County including funded activities.

Minimum Qualifications

  • Bachelor’s degree in public administration, public affairs, public policy, or a similar field; and
  • Two years of experience in research and data analysis related to housing or public policy; or
  • An equivalent combination of education, training and work experience that produces the knowledge, skill, and ability to perform the essential duties and responsibilities of the position may be considered.
  • Must be able to pass a pre-employment criminal background check.

  • Ability to establish, maintain, and foster effective working relationships with a wide variety of people at all levels, including those from government, business, private and non-profit agencies, community groups and the public.
  • Excellent oral and written communication skills with an ability to communicate effectively with diverse internal and external audiences; experience engaging and communicating with external clients and stakeholders.
  • Strong interpersonal skills and comfort working both independently and in team environments supporting cross-departmental collaborative projects.
  • Ability to conduct thorough research, collect and synthesize data; create and present meaningful reports and presentations.
  • Ability to exercise, discretion, independent judgement, and personal initiative.
  • An emerging capacity with policy analysis in affordable housing, economic development, community development, anti-poverty, or other social and economic policy topics.
  • Analyze, interpret, summarize, and present administrative and technical information and data in an effective manner, consider alternatives, and recommend sound solutions.
  • Strong organization skills with the ability to set own priorities and perform assignments to meet critical deadlines from management staff with minimal direction.
  • Ability to use tact, initiative, prudence, and independent judgement in politically sensitive situations and appropriately escalate and/or inform higher level management as necessary.
  • Ability to foresee, identify and analyze operational and/or administrative problems, consider alternatives and recommend choices for resolution.
  • A willingness to learn and demonstrate the initiative to suggest improvements or innovations for tasks and project responsibilities.
  • An ability to adapt to changes in work assignments, deadlines, and project management styles.
