Regular Schedule: 34 hours per week.

A non-merit vacancy exists in the Department of Housing and Community Development.

Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan.

Examples of Duties

DEFINITION OF RESPONSIBILITY
Under general supervision, administers the Baltimore County Homeless Management Information System (HMIS) within the Department of Housing and Community Development.

EXAMPLES OF ESSENTIAL DUTIES


  • Administers HMIS technical support.
  • Monitors agency and program participation.
  • Monitors data quality and performance measures.
  • Participates in all required federal and state projects.
  • Updates policies and procedures related to Homeless Services and affiliated providers.
  • Composes updates to HMIS forms and manuals and share the updates with staff and providers.
  • Provides programmatic and technical support to the following committees: Coordinated Entry, Data Management, Housing, Racial Equity, Rating and Ranking, and Veterans.
  • Must ensure confidentiality and discretion at all times.

EXAMPLES OF OTHER DUTIES
  • May function as programmatic and/or technical on internal and external projects.
  • May support County, grantee and affiliated personnel.
  • May represent the department at hearings or other official proceedings, meetings and conferences, or on committees.
  • Perform other related duties as required.

Qualifications

Possession of a high school diploma or an appropriate high school equivalency,

PLUS

Two (2) years’ of demonstrated experience with database management for appointing agency and client or grantee organizations.

(Additional education may be substituted on a year-for year basis for the required experience. Additional experience as described in the essential duties may be substituted on a year-for-year basis for the required education)

Knowledge, Skills, and Abilities (Entry Level)
Knowledge of principles of database management and software applications.
Knowledge of statistical concepts and procedures used in Homeless Services program administration and research.
Skill in evaluating and analyzing information related to HMIS administration.
Skill in developing presentation materials from HMIS data.
Skill in delivering analyses results in a variety of formats.
Ability to understand and apply Baltimore County law, rules and regulations, policies and, procedures, and memoranda of understanding.
Ability to develop reports and other materials from determined objectives.
Ability to establish and maintain effective working relationships with others.
Ability to handle confidential material with discretion.

Knowledge, Skills, and Abilities (Full Performance)
Knowledge of applicable federal, state and local laws, rules, regulations, policies, procedures, requirements and memoranda of understanding.
Knowledge of the organization and functions of County agencies.
Skill in applying Baltimore County law, rules and regulations, policies and procedures, and memoranda of understanding to performance of duties.
Skill in developing objectives and curriculum to meet organizational goals.

EXAMINATION PROCEDURE

Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes.

Conditions of Employment

New employees are strongly encouraged to get COVID-19 vaccination.

Employees hired after July 1, 2022 are required to participate in the Baltimore County Employees' Retirement System, with very limited exceptions.

Physical and Environmental Conditions
The work of this classification is essentially sedentary, but may include the operation of office equipment and occasional walking, standing and/or other limited physical activities.

Medical Examination and Employment Background Investigation
Applicants selected for an appointment to a position in Baltimore County must successfully complete a physical examination and drug screen and an employment background investigation, including, but not limited to a criminal background, education, and fingerprint check.

Health Insurance
In order to qualify for health insurance benefits (medical, prescription, dental and vision insurance), part-time employees must be scheduled for four (4) full work days plus two (2) hours each week.

Health Insurance benefits elected become effective the first day of the month following the date of hire if the employee has completed online enrollment prior to that date. New employees must enroll within thirty (30) calendar days of hire. Plans offered include:

Flexible Spending Accounts
Opportunity to set aside pre-tax dollars, through payroll deduction, for eligible unreimbursed medical care expenses and/or dependent care costs.

Life Insurance
In order to qualify for life insurance benefits, part-time employees must be scheduled for four (4) full work days plus two (2) hours each week.

Employees may elect basic term life insurance for themselves equal to one time the employee's annual salary, rounded to the next higher $1,000. Employees contribute a portion of the premium through monthly payroll deductions. The County also offers an Additional/Employee paid Life Insurance plan with coverage up to $100,000.

Retirement
Part-time civilian employees can waive enrollment for up to sixty days, then may join or waive permanently. Newly hired employees at least 55 years of age may opt not to join the ERS.

Paid Leave
Sick Leave - Monthly sick leave earnings prorated based on the number of hours worked per week. No maximum on accrual. Accrued balance can be applied toward service credit at retirement.

Vacation Leave - Monthly vacation leave earnings prorated based on the number of hours worked per week. Earnings increase after five, ten and fifteen years of service generally.

Holidays - Part-time 30 to 39 hour non-merit or non-classified employees will generally be paid for ten holidays per calendar year. Other part-time, non-merit or non-classified employees working 29 hours per week or less will receive two paid holidays per calendar year. These holidays are the Christmas holiday and the Independence Day holiday.
