Overview:

Are you ready to make your mark and build something special? Colliers Engineering & Design is seeking a dynamic leader with an entrepreneurial drive who is eager to develop business opportunities, manage clients, and help to grow our Highways Engineering team in the New Jersey region. This person should be a skilled Professional Highways Engineer who has experience winning and managing multi-disciplined transportation projects for the large NJ agencies including NJDOT and NJTA. This person can expect to leverage the skills and resources of an existing team of local highways engineers (approximately $1M in revenue annually) as well as the 75+ highway and traffic engineering professionals scattered throughout the country working on exciting projects at iconic facilities. This person will be responsible for the growth, enhancement, and diversification of existing highways engineering services in the state with a major focus on NJ agency work.

Responsibilities:

Leadership & Management:

  • Leadership & Oversight of Department Manager and Project Design Teams
  • Overall Workload and Backlog Management
  • Work alongside the Department Manager to assist in management of project budgets and work schedules
  • Mentorship of Highways Staff including goal setting and staff reviews
  • Coordinate training and staff development

Project Technical Duties:

  • Assist Project Managers in design decision-making
  • Provide Quality Control and adherence to Company Standard Procedures
  • Assist Project Managers in client communications and customer service
  • Accountable for the group’s financial performance (revenue, profitability, write-offs, billings, and collections)
  • Monitor administrative functions (ie. Timesheets, timeliness of billings, and collections, etc.)

Business Development:

  • Development of strategies to enhance and diversify our Highway Engineering resume (specifically with NJDOT/NJTA)
  • Pursue and acquire project opportunities with clients
  • Prepare proposals including technical approach development and pricing
  • Client management
  • Participate in outside organizations, events, conferences
  • Market and cross sell other company services
Qualifications:
  • 15 Years’ Minimum Experience
  • Professional Engineering License in New Jersey (with the ability to apply for comity in other states)
  • Proven NJDOT and/or NJTA Project Manager experience from Preliminary Engineering Phase through Construction
  • Experience in NJDOT Project Delivery Process
  • Experience with managing projects through FHWA’s NEPA Process
  • Experience being directly responsible for budget, scope, schedule, project delivery and quality
  • NJDOT Public Outreach Process experience
  • Experience in NJDOT/NJTA/AASHTO Roadway Design Manual and other agency roadway design standards
  • In-depth knowledge of the regulatory permitting process for the region.
  • Experience with preparing proposals, developing budgets, tracking budgets and the associated financial management skills necessary to run a team and monitor the performance of the business.
  • Effective written and communication skills
  • Ability to manage people in a hybrid work environment
