Education/Qualifications:

Essential:

1. Bachelor's degree in, Safety Sciences, Environmental Health, Occupational Safety or related discipline or minimum of 4 years equivalent experience in the oil and gas industry.

2. Minimum of 2 years’ experience in the Safety Field


Requirements/Skills:

Essential:

1. Working Knowledge of oil and gas Industry.

2. Basic knowledge of federal and state regulations (OSHA, EPA, PADEP).

3. Strong computer skills (Microsoft Office Suit).

4. Strong analytical, problem solving and time management skills.

5. Strong ability to communicate, mentor, coach and teach employees of all levels within the organization.

6. Must be flexible around work schedule and can travel.

7. Valid driver’s license required.



JOB DUTIES AND RESPONSIBILITIES:

This position reports directly to the Director – Health, Safety and Environment (HSE). The HSE Manager will serve Keystone’s Operations for a dedicated assigned Region with the potential for periodic travel to support other Keystone Operations.


  • Management of the Health, Safety and Environmental (HSE) Compliance Program of the Company, which will include, but will not be limited to:
  • Regularly conduct site inspections to audit compliance with requisite HS&E and Operational procedures. Communicate and generate reports and recommendations to Senior Management.
  • Prepare and/or update the written HSE policy and procedures of the Company under the direction of the HSE Director.
  • Assist Operations in incident reporting and investigations with cause mapping. Develop appropriate Corrective Action recommendations to present to Senior Management. Track approved Corrective Actions through to closure.
  • Employ a proactive approach to managing workplace safety and accident prevention by utilizing Job Hazard Analysis, Risk Assessments and Safety Education/Training.
  • Manage the HSE aspects of all Company operations with the goal of building the safety culture and improving employee engagement.
  • Build strong working relationships with assigned Regional Managers and maintain shared ownership/oversight of the HSE and Operational performance of the Region(s).
  • Maintain strong incident case management.
  • Manage OSHA Logs and prepare reporting, as directed by the Director – Health, Safety and Environment
  • Manage the internal HSE training and compliance software platform. Assist in the compliance management of various 3rd Party HSE Software Compliance Programs (ie: ISNet, Veriforce, etc).
  • Manage the Company’s training matrix.
  • Build and maintain Customer relationships and manage their various expectations. Attend and participate in HSE meetings/functions as necessary. Identify additional business opportunities and communicate to the Regional VP of Operations.
  • Assist/support the Manager of Training and Employee Development in the planning and implementation of programs to educate and train employees on workplace safety practices. Verify the effectiveness of these programs and recommend identified opportunities for improvement.
  • Teach, mentor, coach and certify employees on the safe operation of operational equipment. Administer and train First Aid/AED.
  • Support the Company’s on-going Management and Supervisor development and training program.
  • Conduct unannounced inspections.
  • Assist in the performance/completion of post incident, random and reasonable suspicion drug and alcohol testing within the consistency of the Company’s Zero Tolerance Drug and Alcohol Policy.
  • Other duties as assigned.

In addition to the above, it should be noted that the HSE Manager will be asked to remain available and on-call at times to respond to or deploy to project/site exigencies and/or emergency situations, or respond to incidents or accidents, as appropriate to assist senior management. The HSE Manager may also be asked to attend/speak at customer meetings, industry conferences, and roundtable workgroups to keep abreast of industry, and customer standards and emerging policies/trends. Overnight travel will be required periodically.

50%-75% Outdoor field-based work exposed to the elements in very noisy environment; 25%-50% office/training setting.
