Duties and Responsibilities:
Governmental Affairs:
  • Research and monitors governmental activities that could affect LCTCS and its member colleges
  • Assist executive management and leadership with strategic planning for known and potential regulatory activities related to LCTCS and is member colleges
  • Builds and maintains professional relationships with members of federal, state, and local government entities and agencies
  • Collaborates with the Louisiana Board of Regents and advocates to build areas of common interest for higher education
  • Testifies before government committees as needed
  • Introduces legislative and public policy changes that will support LCTCS and its member colleges

Public Affairs:
  • Oversee the planning, implementation, and evaluation of a wide range of communications activities (media relations, outreach, advertising, market research, special events, crisis communication, advancement, etc.)
  • Works directly with the Governor’s Office for communications needs and special event planning
  • Build and foster relationships with legislators, government officials, business and industry stakeholders, and other constituents
  • Develop initiatives to enhance the organization's public image and brand
  • Develop strategic awareness and outreach strategies for MEP of Louisiana (MEPOL)
  • Oversee the LCTCS website, ensure all Office of Civil Rights requirements are being met, and manage all web redesigns, digital and social media content
  • Develop and manage strategic awareness and outreach strategies for rural campuses
  • Work collaboratively with chancellors and directors, other state agencies, business, industry, and other stakeholders to implement strategic workforce development initiatives
  • Supervise the system’s professional development activities, including the LCTCS annual conference, Louisiana Leadership Academy, and other initiatives
  • Supervise the system’s foundation and advancement activities
  • Develop and manage program budgets ensuring operation within approved limits and compliance with state and federal guidelines
  • Perform other duties as assigned

Institutional Functions:
  • Serves on systemwide committees or meetings as required
  • Other duties as assigned

Required Education: Bachelor's Degree in a related field

Required Experience: Minimum of 5 years of experience with emphasis in governmental and public affairs

Required Knowledge, Skills and Abilities:
  • Strong verbal and written communication skills
  • Self-starter and able to work independently
  • Logical thinker with the ability to work autonomously and handle tight deadlines
  • Able to work in a fast-paced, team-oriented environment
  • Excellent organizational skills
  • Detail oriented with ability to effectively multi-task
  • Proficiency in Microsoft Office Applications and ability to learn and utilize new computer programs / software quickly and accurately
  • Ability to efficiently work and interact with personnel at all levels within the organization

Preferred Education: Master’s degree

Preferred Experience: Minimum of 5 years of experience in higher education
