Job Title: Geographic Information Systems (GIS) Analyst
Department: Engineering
Classification: Non‐Exempt
Position Summary: The position performs a broad range of Geographic Information Systems (GIS) tasks
including utilizing and administering an ArcGIS Platform in support of City of Aspen Departments and the community with a focus on implementing solutions in transportation, parking and safety of the travelling public. Consistent with the organization’s values and mission statement.
Supervision Exercised and Received: Position works under the general supervision of the GIS Program Manager.
Hiring Range: $33.22 - $37.37
Pay Range: $33.22 - 49.83
Essential Job Functions
Geodatabase Design, Creation, Maintenance

  • Implement fundamental geodatabase design principals by organizing information into schemas that can be integrated by geographic location.
  • Utilize an ArcSDE geodatabase in a SQL Server relational database to design, create and maintain the spatial database for the City.
  • Obtain data maintained by Pitkin County and other organizations when necessary and incorporates into the City’s spatial database.

Data Analysis

  • Performs spatial analysis with Insights, creates maps, reports, and presentations in ArcGIS Platform in support of various projects using ModelBuilder, Python or other GIS scripting languages.

Development, Management and Distribution of GIS Web Services and Applications

  • Develop and support web services and applications using Experience Builder, Story Maps, Field Maps, Dashboards and Survey 123 within ArcGIS Enterprise and Online platforms.
  • Utilize Collaboration to move content between the ArcGIS Enterprise and Online environments.
  • Updates City’s Open Data Site to distribute web services and applications to the community.

GIS Technical and Customer Support

  • Supports customer requests from City departments and the community related to the utilization

of the ArcGIS Platform across the organization.

  • Responds to and resolves GIS related technical issues.
  • Makes presentations and demos so that customers clearly understand the GIS application.

Minimum Qualifications:
Education: Bachelor’s degree in Geography, GIS, Computer Science, Planning, Engineering, Transportation or a related
field.
Experience: 3 - 5 years of related GIS experience.
Technical Knowledge: Must be proficient in the following areas: Microsoft Word, Excel, Outlook Email, Adobe products, Python, Esri ArcGIS platform, Rest API, GPS hardware and software and an advanced understanding of computers and online computer-based technology applications, which includes accessing web based platforms. Knowledge of databases and software used in the GIS functions and activities. Ability to use GIS engineering science in the production of databases, data collection, maps, etc. Skill in operation of GIS equipment, including computer hardware, plotter/printer setup, mobile devices and GPS equipment.
Licenses & Certifications: Must possess a valid Colorado driver’s license or be able to obtain one within 30 days of start date.
NOTE: Any combination of experience and education that would likely provide the required abilities, knowledge and skills as determined by the City of Aspen may be substituted for the requirements above.
Preferred Candidate:

  • Web application development experience.
  • Scripting and programming skills.
  • Experience specifically with ArcGIS Pro, ArcGIS Enterprise, ArcGIS Server, ArcGIS Online, ArcGIS Hub, ArcGIS Monitor and SQL Server.

NOTE: This position requires a Criminal Background Check upon hire. Employment is contingent upon successful completion of a Criminal Background Check.
Position Type and Work Hours:

  • Regular full time, hours may vary with workload.
  • Evenings/Weekends may be required depending on department needs and special projects.
  • On-Call emergency response may be infrequently required.

  • Outdoors/Off-Site: Meetings, trainings, and site visits at a variety of city facilities and areas. Occasional field work may be required.

Reaching: Extending the hands and arms or other device in any direction.
Repetitive motions: Making frequent or continuous movements.
Sitting: Remaining in a stationary position.
