Summary:
The Foreign Affairs Officer shall execute the necessary administrative, logistical, organizational, and analytical functions required to conduct periodic whole-of-government civil space dialogues with spacefaring nations. They will ensure the goals and objectives for both support to commercial space activities and compliance with the outer space treaty regime are met in these bilateral dialogues and collectively with relevant nations. This position will report directly to the Director and Deputy Director, while also coordinating work with the team leads for Space Sustainability & Commercial Engagement, and Space Exploration, Applications and Technology

Essential Functions
The Foreign Affairs Officer will work in conjunction with components of the Bureaus of Arms Control Verification and Compliance (AVC), International Security and Nonproliferation (ISN), and Intelligence and Research (INR), other bureaus at State, other U.S. Government agencies, NGOs, academia, and the technology companies. Specific examples of work duties include:
  • Managing regional and bilateral engagement, to include Civil Space Dialogues as appropriate, with a range of developed and emerging space-faring countries.
  • Establishing working partnerships with government and non-government stakeholders engaged in activities broadly related to space applications and services, at home and abroad.
  • Representing OES/SAT at Department, interagency, and non-government meetings/workshops relevant to portfolio, and as appropriate the office or bureau.
  • Directly supporting OES/SAT, OES, and Department leadership on relevant space-related topics through formal briefing materials and staffing at high-level events and meetings.
  • Drafting data-driven information memos and policy recommendations for the State Department, examining the potential implications of emerging trends in the space sector from scientific, economic and security perspectives.

Work Environment
This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

Physical Demands

  • Must be able to remain in a stationary position 75% of the time.
  • Occasionally moves about inside the office to access file cabinets, office machinery, etc.
  • Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer.
  • Expresses or exchanges ideas by means of the spoken word. Those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly or quickly.
  • Frequently moves standard office equipment up to 25 pounds.
  • Must be able to work indoor conditions 90% of the time.
While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms.

Position Type/Expected Hours of Work
This is a full-time position. Typical days and hours of work are Monday through Friday, 9:00 a.m. to 5:00 p.m. Evening and weekend hours required, as required by business need.

Travel
Minimal to no travel is expected for this position.

Experience
  • Experience working with multiple stakeholders to develop and execute projects and initiatives;
  • Have familiarity with the Department of State policies and procedures.
  • Experience in space policy, science and technology policy, and/or economic impact analysis are preferred.

Education
  • Education in business or organizational management, and public or international affairs, and have an interest in public service preferred

  • Strong organizational skills and attention to detail, including follow-up on pending tasks and the ability to develop and manage end-to-end processes for the flow of task-related information.
  • Ability to operate significantly under own initiative and as part of a team, crafting proposals and recommending effective approaches to tasks with minimal guidance.
  • Ability to work with a wide variety of actors, including he Office of Space (OES), State, Embassy, and interagency colleagues as well as outside visitors and contacts, including officials from the private sector, NGOs, and academia

Security Clearance
A SECRET level security clearance will be acceptable for employment.
