The Fixed Equipment Engineer, Central Projects provides mechanical engineering, project engineering, mechanical integrity, and reliability support for central projects. Will be responsible for direct capital project execution, including project engineering, procurement and construction for Central Projects with a particular focus on mechanical engineering projects. Ensures capital projects are technically sound, achieve safety and environmental objectives, and are consistent with PSM management of change.

Responsibilities May Include:
Participate and promote all aspects of the refinery safety program. Visibly demonstrate commitment to workplace safety and the health of employees and contractors through personal engagement, direct communication and by setting a good example.

Prepare designs, cost estimates, and managing projects working with EPC

Provide technical guidance to ensure fixed equipment design is executed in an effective, timely, and cost-efficient manner.

Create detailed repair procedures as well as review inspectors’ repair procedures for accuracy and compliance per ASME, API 570, API 510, API 653, PCC-2 and relevant P66 engineering and required standards in the construction and/or repair of pressure vessels, piping and other pressure containing equipment.

Perform Level 1 and Level 2 fitness for service evaluations per API-579.

Perform bolted joint assessments and failure analysis for proper equipment makeup. Perform piping stress modeling and analysis.

Keep abreast of new developments in areas of mechanical and maintenance engineering and utilize where available and appropriate.

Directing the development of AFD and AFE quality project estimates

Coordinating FEL and detailed engineering with mechanical, civil, instrument and electrical resources to ensure assigned projects are technically sound, cost effective and customer-focused.

Developing project execution plans and project milestone schedules. Ensuring project scope and cost is controlled and change is managed. Projects include but not limited to instrumentation infrastructure improvement projects, increasing unit uptime, increasing product quality

Establishing project priorities, deliverables and deadlines aligned with capital strategies. Successfully managing competing priorities and multiple projects simultaneously. Accountable for managing time to deliver on commitments.

Basic/Required:
Bachelor’s degree or higher in Engineering or equivalent

10 or more years petrochemical experience

Broad experience and understanding of refinery maintenance, operating, and project practices

Highly developed technical expertise in design, fabrication and construction associated with fixed equipment

Ability to apply technical expertise to problem solving while achieving broad business objectives

Personal discipline to balance short-term demands with long-term objectives​

Preferred:
Bachelor’s degree or higher in Mechanical Engineering

Willing and able to relocate to Houston, TX

Ability to direct activities and priorities of others through influence

Ability to develop and communicate clear and specific strategies and tactics

Accepts ownership, is accountable, and delivers on commitments
