Title: Financial Analyst

Period of Performance: (3) years

Location: Remote

This resource would report to the Chief Financial Officer and perform other complex financial analysis and research including financial forecasts, analysis of planned or proposed municipal debt issuances or municipal debt management, budget analysis, and research and analysis on public policy or public finance issues as directed.

TASK REQUIREMENTS

1. Manage the annual miscellaneous fee setting process including:

a. Collaborate with managers/fee owners to determine if there are process changes or other operational issues that would impact cost recovery;b. Update fee documentation and costing methodology as needed;c. Review and update overhead allocations associated with fees;d. Update historical costs and revenue for each fee, analyze revenue recovery, recommend adjustments to fees and charges;e. Evaluate new fees and charges requests. Analyze the appropriateness of newly proposed fees and make recommendations;f. Coordinate periodic research and analysis of complex fee issues; andg. Prepare presentations and fee schedules as directed.

2. Provide financial, budget, and public policy analyses and research duties as assigned including:

a. Assistance with preparation of long-term financial plan;b. Research and analysis of planned or proposed debt issuances;c. Research and analysis of Green Bond Governance, reporting, rating agency reviews, third party audits, and Green Bond issuance;d. Research and analysis on budget issues and budget proposals; ande. Prepare cash flow analysis, financial forecasts, and spending affordability schedules and reports as required.

Job Types: Full-time, Contract

Pay: $46,952.10 - $107,972.97 per year
