Salmon and steelhead produced from hatchery programs are used to support the Agency mission of providing sustainable fisheries while conserving the native fish populations.

This senior-level scientist responsible for overseeing the development and implementation of a comprehensive monitoring and evaluation (M&E) program for salmon and steelhead hatchery programs in Western Washington.

In this role, you will provide scientific oversight for the Western Washington M&E program by coordinating closely with regional leadership and M&E teams, other scientists, the Hatcheries Division Manager, and Fish Program leadership. Establishes a process for engaging regional and hatchery staff in the development and implementation of the M&E program.

With that in mind,
Picture yourself developing a comprehensive “M&E Operating Plan” for Western Washington.
With your experience, you will identify appropriate statistical methods for analyzing metrics for each monitoring objective in the M&E Plan.
The optimal applicant has knowledge of hatchery sampling techniques as well as fisheries sampling methods.
You are excited to design scientifically rigorous hatchery experiments to address areas of uncertainty.

Our Research Scientist 2 will,
  • Develop monitoring objectives, metrics, targets, and goals for hatchery programs.
  • Develop standardized data collection protocols while ensuring estimates of accuracy and precision are at appropriately addressed and evaluated.
  • Establish an iterative process for engaging regional and hatchery staff in the development of the plan.
  • Work within the constructs of the agency’s Hatchery Policy, as it relates to monitoring and evaluation, and adaptive management.
  • Where applicable, develop statistical models to address monitoring objectives using R or other appropriate platforms.
  • Collaborate with agency scientists and biologists to ensure the M&E Program supports and is consistent with the Washington State Fish and Wildlife Commission’s Hatchery Policy (C-3624).
  • Conduct and review annual analysis of monitoring objectives.
  • Develop a standardized reporting format for M&E results while identifying progress and challenges.
  • Develop statistical models, or use existing models, to compare hatchery program alternatives intended to achieve program goals while balancing risk to natural populations. Conduct this work in close coordination with the WDFW Hatchery Policy’s Technical Procedures Document.
  • Establish a communication plan for internal staff (Science, Hatchery and Regional) designed to solicit support and feedback on the development and implementation of the M&E Plan.
  • Establish a similar communication plan for external staff including tribal co-managers and other interested organizations.
  • Analyze and interpret data and synthesize results.
  • Communicate the value and results of their work with both internal and external scientists, conservation, and recreational/commercial fishing organizations.
  • Identify funding opportunities and apply for grants to support continued research.
  • Prepare agency reports and peer-reviewed publications addressing the most significant challenges and outcomes as related to hatchery program adaptive management.
  • Present study results at local, regional, and national professional meetings.

WORKING CONDITIONS:
  • Work Setting, including hazards:
    • This position is stationed at the Headquarters office in Olympia (Natural Resources Building). The incumbent will generally work in an office environment and telework will be possible per WDFW’s Hybrid Workplace Guidance and an approved telework agreement.
  • Schedule:
    • The incumbent will generally work in an office environment on a 5-day, 40 hour/week schedule.
    • This position may collaborate with staff working in the field.
  • Travel Requirements:
    • Sporadic travel, primarily within Western Washington.
  • Tools and Equipment:
    • Personal computer with necessary software, smartphone.
  • Customer Interactions:
    • This position will interact with tribal co-managers, state and regional recovery board staff, and other state and federal scientists.

Qualifications

REQUIRED QUALIFICATIONS:
Closely related qualifying experience may be substituted for the required education on a year-by-year basis.


  • A Master's degree in wildlife, habitat, or fisheries science, biology, zoology, or in mathematics with emphasis on animal population biology, or closely allied field.
And
  • Four (4) years of professional experience designing, conducting, and supervising multidisciplinary wildlife, habitat, or fish-related research studies.
Or
  • Three (3) years of experience as a Fish and Wildlife Research Scientist 1.

Please note:
  • A doctoral degree in one of the above fields of study may substitute for one year of the required experience.

PREFERRED QUALIFICATIONS:

Experience in/with:
  • Descriptive, comparative, and advanced statistical approaches.
  • Successfully writing peer-reviewed research articles to include three articles published or in press in refereed literature (two articles must be a senior article, the third must be as senior or secondary author).
  • Coding in and modifying existing code of statistical programming languages and/or platforms, including R.
  • Training personnel, assigning work, evaluating performance, and providing feedback.
  • None of the above.
Ability to:
  • Develop and execute analytical approaches to address scientific hypotheses, and ultimately draw conclusions from biological data based on facts and evidence.
  • Design studies to estimate life-stage survival, abundance, or other population parameters (e.g., redd surveys, area-under-the-curve methods, mark-recapture, and others).
  • Have strong critical thinking skills.
  • Set clear project objectives, develop a work plan and meet deadlines.
  • Set and achieve interim project milestones consistent with long-term research priorities.
  • Plan research expenditures and track budgets.
Knowledge of:
  • Hatchery sampling techniques as well as fisheries sampling methods.
  • Salmonid behavior, life history, ecology, and population dynamics.
  • Basic hatchery operations and techniques used for anadromous salmonids.
  • Fish population dynamics.
  • Sampling theory.
