The mission of the Center for Health Information and Analysis (CHIA) is to monitor the Massachusetts health care system and to provide reliable information and meaningful analysis for those seeking to improve health care quality, affordability, access, and outcomes. CHIA also acts as a principal repository for health care data collected by the state and is responsible for the Massachusetts All Payer Claims Database (APCD) and Acute Hospital Case Mix Database.
We are looking to hire a skilled Extract, Transform, and Load (ETL) developer to work with the Master Data Management (MDM) and ETL Design team to create new and maintain existing ETL systems. The developers’ duties will include developing data preparation, analysis, and reporting jobs, performing technical troubleshooting, and providing technical expertise for ETL systems. The developer will work with multiple database technologies, and scripting languages.
The ETL Developer is a key member of CHIA’s software Development organization and our Data Operations and Technology team reporting to the Associate Director of Master Data Management and ETL Design.
CHIA has a hybrid work environment, all employees are expected to work in-person at the Center’s 501 Boylston Street office, on at least two (2) designated days each week.
Specifically, the Developer will:

  • Design, implement, and continuously maintain and enhance flexible, enterprise-scale ETL and MDM systems
  • Work closely with others within the MDM/ETL team as well as with data architects, data modelers, DBAs, business and data analysts, software quality assurance testers, and data quality testers throughout the software development life cycle
  • Provide critical thinking, problem solving, and attention to detail and quality on all projects
  • Create and maintain documentation for MDM/ETL systems including, but not limited to system design; support and maintenance procedures; production runbooks
  • Investigate data anomalies to identify potential issues within ETL systems, notify stakeholders and propose adequate solutions
  • Always remain committed to ensuring the privacy, security, quality, and integrity of the data

Preferred Qualifications at Hire:

  • Bachelor’s degree in computer science, information technology, or a related field.
  • Five years’ experience working for a health data organization performing ETL Development activities.
  • Has worked with an ETL tool such as IBM DataStage, SSIS/Azure Data Factory/Synapse, Informatica, etc...
  • Experience with Linux and Windows systems
  • Experience with SQLServer and PostGreSQL database technologies
  • Experience with languages such as SQL and Bash
  • Ability to work independently in a fully remote, hybrid, or in-person work environment.
  • Demonstrated knowledge of SDLC models.
  • Working knowledge and understanding of HIPAA policies and working with PII and PHI sensitive data.
  • Demonstrated success working collaboratively on an IT team with diverse skillsets.
  • Commitment to complying with data security requirements and ability to assist in identifying potential data security risks.
  • Effective at managing competing priorities and can work independently with little or no supervision.
  • Excellent communication skills: verbal and written, along with excellent documentation skills.
  • Ability to stay well organized, detailed and process oriented when under pressure to meet development deadlines.
  • Experience with Microsoft DevOps / Azure preferred.

This TPLB position will remain open until filled. The anticipated full time salary range for this position is $74,658.74 to $107,692.78 commensurate with experience.
