The City of Lynchburg's Community Development Department is seeking an Environmental Planner.

Performs difficult technical work and analysis in the review, inspection and enforcement of the Erosion & Sediment Control and Stormwater Management ordinances, in addition to other codes, regulations and resource protection issues.

Essential Duties
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties to provide direct or indirect service to the citizens may be assigned.
  • Ensures program compliance of the erosion and sediment control program for private development within the City;

  • Assists the Virginia Department of Environmental Quality in conducting periodic local program review for the City;

  • Reviews erosion and sediment control plans for private development to ensure protection of downstream properties from sediment runoff, as well as compliance with local, state and federal mandates;

  • Verifies that erosion and sediment control and storm water management measures detailed on approved plans perform as designed and works closely with the Plan Approving Authority to document any changes;

  • Reviews stormwater management plans and stormwater facility specifications for private development to ensure sound engineering practices, protection of downstream properties/residents and compliance with local, state and federal mandates;

  • Attends meetings of the Technical Review Committee, coordinating with other committee members to ensure site plan compliance with Erosion and Sediment Control and Stormwater Management requirements;

  • Provides technical assistance to local residents, site designers, contractors and developers on Erosion and Sediment Control and Stormwater Management Program guidelines, respectively; responds to questions/complaints and requests for assistance;

  • Verifies the issuance of land disturbing permits, Virginia Stormwater Management Program permits and bonds for development sites.

  • Inspects construction sites for compliance with erosion and sediment control, stormwater and pollution prevention plans, protection of downstream properties and compliance with local, state and federal mandates;
  • When instances of noncompliance are discovered, attempts to secure voluntary conformance or take corrective action to ensure compliance, which shall include legal action if necessary; reports cases to immediate supervisor;

  • Inspects and certifies development sites for land disturbance bond release;
  • Performs pre-construction inspections to identify expectations, site limitations and general project layout prior to construction;
  • Authorizes, issues and reviews official correction notices for plans and development sites and works with the City Attorney's office to prepare program related court cases;
  • Explains city ordinances to citizens, verbally and/or in writing, relative to procedures of erosion and sediment control, stormwater management and floodplain ordinances;
  • Assists with the administration of the Federal Emergency Management Administration (FEMA) floodplain management program and the certification of letters of map revision [LOMR’s];

  • Works with Community Development, Water Resources, Public Works and other City staff to comply with requirements of the erosion and sediment control program, stormwater management program and Municipal Separate Storm Sewer System permit.

  • Maintains accurate records for a variety of inspections and testifies as an expert witness in court cases;
  • Assists other Code Inspectors as needed with oversight of zoning, environmental and nuisance issues as defined by City Code;
  • Assists with the development of ordinances and programs to promote consistent administration of resource protection initiatives;
  • Coordinates various resource monitoring programs and assists with data submittals;

ADDITIONAL JOB FUNCTIONS

  • Oversees various resource monitoring programs and assists with coordination of data;
  • Conducts field surveys of potentially impaired sites and identifies appropriate best management practices to assist with remediation;
  • Develops site stabilization and resource conservation plans to ensure protection of adjacent properties and watercourses;
  • Represents City in stakeholder meetings to assist with development of resource protection initiatives;
  • Assists with the development of ordinances and programs to promote consistent administration of resource protection initiatives;
  • Coordinates tours, seminars, workshops and programs for residents to promote responsible watershed management within the City;
  • Assists with interagency projects and submits grant applications to secure funding for educational initiatives and technical studies for protection of downstream resources and residents;
  • Coordinates and assists with the layout and design of streambank stabilization and stormwater management practices in conjunction with specialized conservation initiatives;
  • Other duties to provide directly or indirectly services to citizens as may be assigned.

When unusual situations occur and/or the City Manager declares a State of Emergency, all City employees may be required to accept special assignments and perform as needed to ensure appropriate service delivery.

SUPERVISORY RESPONSIBILITIES

Directly supervises two (2) individuals. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. In the absence of the Zoning Administrator, the Environmental Planner assumes management of the Zoning & Natural Resources Division.

Minimum Education and Experience Required

QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. EDUCATION AND/OR EXPERIENCE Bachelor's degree from a four-year college or university in related field, extensive experience in the building construction trade and/or equivalent combination of education and experience.

Additional Requirements

Possession of valid driver's license issued by the Commonwealth of Virginia and acceptable driving record according to City criteria.

Certificates issued from the Department of Environmental Quality from training and examination as required to perform plan review, inspection and program administration in erosion control and stormwater management.

Must successfully complete IS100 and IS700 National Incident Management (NIMS) training within 90 days of employment. May also be required to complete higher levels of NIMS training as determined appropriate for the position.
