Accountability:

The Engineering Services Supervisor reports to the Engineering Manager and is accountable for program supervision of outside design services.


Job Summary:

The Engineering Services Supervisor will work closely with the Engineering Design Center (EDC) Senior Civil Engineers and staff to meet schedules and budgets for design projects, augmenting EDC as necessary to initiate and oversee preparation of plans and specifications by internal and/or external resources to complete the Company’s board-approved capital budget. This position will also coordinate closely with the Capital Program Management (CPM) team and the Centralized Procurement Services Department (CPSD) to engage and monitor external resources according to Company policies and in alignment with the schedules and budgets established by the CPM team.


ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Manages internal and external resources, including consultants, concerning the timely completion of assigned design projects, while working closely with other Asset Management staff and internal stakeholders (e.g. Planning, CPM, Technical Services, Water Resources, Water Quality, Operations, and CPSD) to ensure project objectives are achieved
  • Ensures external resources complete design services in alignment with Company policies and design standards and in accordance with established schedules and budgets
  • Plans, directs, assigns, reviews, and evaluates the work of external design resources, monitors and reports on compliance with design timelines, budgets, and quality control activities and approves consultant and vendor payment requests
  • Works with CPSD to develop, manage, and execute external design contracts and resolve issues with vendors and/or consultants regarding commencement, execution, and completion of services for the design of construction projects
  • Prepares periodic reports for Senior Management on the status of the design of the capital construction program
  • Ensures that legal, regulatory, and Company requirements and commitments are met with respect to capital construction design efforts
  • On an as needed basis, plans, directs, assigns, reviews, and evaluates the work of internal design resources, monitors and reports on compliance with design timelines, budgets, and quality control activities and approves consultant and vendor payment requests
  • Supports Engineering Manager in leading internal design team to perform or manage multiple potable water supply, treatment, storage and distribution design projects; coordinates with Senior Civil Engineers and EDC staff to prepare design plans and specifications
  • Prioritizes assigned design projects within area of responsibility. Monitors and reports on design project schedules and budgets, and implements corrective actions when needed to ensure design team meets design schedules and budgets for all assigned water supply and distribution design projects
  • Performs QA/QC on design projects by other engineers and consultants
  • Reviews and opines on submittals and field changes during construction phase
  • Plans, directs, assigns, reviews, and evaluates the work of all assigned staff. This includes preparing performance evaluations and career development profiles for all direct reports, as necessary
  • Represents or assists in representing company in public settings with respect to projects

Minimum Qualifications:

  • Bachelor of Science degree in Engineering from an accredited college required
  • Registration as a Professional Civil Engineer or Mechanical Engineer in the State of California required
  • Six years of progressively responsible experience in water infrastructure design
  • Strong oral and written communication skills
  • Ability to analyze and solve complex problems
