Brief Description

Job Summary
Within broad parameters defined by the City Manager and in accordance with general organizational requirements and accepted practices, develops and recommends financial strategies and fiscal policies for the City. Plans, directs, and manages the activities of the department, including its accounting, purchasing, revenue collection and risk management functions. Maintains fiscal responsibility for budget execution and accountability. Ensures compliance with local, state and federal policies, procedures, and regulations pertaining to fiscal management and investment planning. Performs and/or supervises complex professional, supervisorial, administrative, and technical accounting and finance functions necessary to maintain the accounting and financial records and systems of the City. Represents the department to other City departments, elected officials and outside agencies, coordinating department activities with those of other departments and outside agencies and organizations. Provides staff assistance to the City Manager. Participates on a variety of boards, commissions, and committees as needed. Prepares and presents staff reports and other necessary correspondence. Manages outside vendors/contractors/providers of financial services.

Job Duties

Essential Functions

  • Oversee and Manage the Department: Manage the development and implementation of the department's goals, objectives, policies, and priorities for each assigned service area. Manage and supervise functional managers responsible for budgeting, accounting, purchasing, revenue billing and collection, internal audit, risk management and business license functions of the City. Accounting function includes accounts payable, payroll, cash management, debt management, annual audit, and financial reporting. Risk Management function includes oversight of City’s self-insurance programs for workers compensation, auto, property, and liability. Establish appropriate service and staffing levels. Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures. Plan, direct and coordinate, through subordinate personnel, the department’s work plan; assign projects and programmatic areas of responsibility; review and evaluate work methods and procedures; and identify and resolve problems. Select, train, motivate and evaluate professional, technical, and clerical department personnel; provide or coordinate staff training; work with employees to correct deficiencies; and implement discipline and termination procedures. Oversee and participate in the development and administration of the department’s budget; approve the forecast of funds needed for staffing, equipment, materials, and supplies; approve expenditures and implement budgetary adjustments as appropriate and necessary. Assure annual budget recommendations comply with budget goals, funding limitations, and service levels to meet department and organizational goals. Execute procurement documents (up to limited allowed by City policies). Maintain fiscal responsibility for budget execution and accountability.
  • Direct Outside Vendors/Contractors/Providers of Financial Services: Oversee contractors including actuarial services, financial advisor, external auditor, general liability and workers’ compensation third-party administrator, excess insurance carriers, loss control providers, insurance consultants, bond counsel, trustees, arbitrage rebate consultant and rate consultants.
  • Develop Financial Plans and Policies: Oversee development of annual budget, capital improvements program, and five-year financial forecast. Work with the City Manager, City Council, and City departments to provide analysis, decision support and develop financing strategies for economic development projects, annexations, capital projects, and other special projects. Present Key Financial Indicators (KFI), Annual Financial Report and Popular Annual Financial Report (PAFR) to City management, City Council, bond rating agencies, and outside groups. Develop and administer financial policies and procedures.
  • Manage Issuance of Debt: Work with financial advisor, bond counsel, underwriters, trustee and bank to evaluate structure, statutory requirements, and financial impacts. Coordinate issuance of debt with financial advisor and bond counsel. Work with credit rating agencies to obtain ratings on debt issues.

Qualifications

Job Requirements

  • Bachelor's degree in accounting, finance, or a related field.
  • Over 8 years of progressively responsible experience in such functional areas as finance, accounting, investment, debt, and risk management.
  • Must have at least 6 years of responsible supervisory and administrative experience.

Preferred Qualifications

  • MBA, MPA, or professional certification such as a CPA or GFAO.

Driver's License Requirements

  • Valid South Carolina Class D Driver's License.

  • Prepare and administer large and complex budgets.
  • Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
  • Prepare and present clear and concise administrative and financial reports pertaining to governmental financial activities and planning.
  • Develop financial trend reports for use by the City Manager, other department managers and the City Council.
  • Research, analyze and evaluate new service delivery methods and techniques.
  • Communicate clearly and concisely, both orally and in writing.
  • Exercise sound judgment and maintain confidentiality regarding critical and sensitive information, records, and reports.
  • Develop and maintain cooperative working relationships with City Council, City management, business partners, external agencies, contractors, consultants, bond counsel, financial advisors, external auditors, actuaries, employees, and citizens.
  • Manage a wide range of communications that involve a high degree of difficulty (i.e. contentious confidential sensitive or political) with very diverse, very important contacts both inside and outside of the organization.
  • Effectively use discretion, persuasion, conciliation, dispute resolution, mediation or negotiation skills when dealing with complex, unusual, and difficult situations.
  • Consult on issues, presenting complex information, explaining analysis and rationale, and making recommendations with the requirement to exercise persuasion to obtain cooperation, consensus, or approval of action to be taken.
  • Identify and respond to City Manager, Department Director, and City Council issues, concerns, and needs.
  • Apply the highest level of creative thinking, complex analysis, and reasoning to originate and develop innovative program or production concepts, techniques or procedures which can have a major impact on the nature and quality of programming or operations.
  • Competently manage situations that are often unique where precedents and/or prescribed solutions do not exist.
  • At an advanced level read, analyze, and interpret general business periodicals, professional journals, technical journals and procedures, financial reports, legal documents, and governmental regulations as well as literature, books, reviews, reports, and abstracts.
  • At an advanced level to write policies, contracts, speeches, formal presentations, and/or technical and legal documents and correspondence.
  • Operate general office equipment to include scanner, printer, copier, telephone, and computer with Microsoft Office Suite and financial software.
