THE POSITION

Washington County, Oregon is seeking their next Director of Health and Human Services (HHS) to lead the important work of Animal Services, Behavioral Health, Developmental Disabilities Services, Disability, Aging and Veteran Services (DAVS), Solid Waste & Recycling, Public Health (Disease Control and Prevention, Emergency Medical Services, Emergency Preparedness, Environmental Health, Health Equity, Maternal Child & Family Program, Medical Examiner Office, etc.).

The Director of Health and Human Services reports to the Assistant County Administrator and serves as a key member of the Washington County leadership team, which is committed to the One Washington County vision with cross-functionality and collaboration across all departments. The Director of HHS will be dedicated to building a healthy, equitable, and resilient community through the delivery of services for people, animals, and the environment.

Location:
Hybrid telework available with office located in Hillsboro, OR. Expectation to be at the office at least several days a week or as needed to facilitate work. Some regional and national travel.

Salary
: $163,500 – $208,000 plus car allowance, participation in Oregon PERS, and other generous benefits that have led to Washington County being named one of the Portland

ESSENTIAL JOB DUTIES MAY INCLUDE:
  • Develops, plans, and implements the department strategic plan, goals, and objectives; recommends and administers department policies and procedures.
  • Coordinates department activities with those of other departments, county administrative office (CAO) and with outside community-based organizations, other counties, regional jurisdictions and statewide agencies and organizations.
  • Prepares reports for the Board of Commissioners.
  • Presents information and leads interactions with the Board of Commissioners, other elected local, state and federal elected officials, and private sector executives.
  • Directs, oversees, and participates in the development of the department’s work plan; assigns work activities, projects and programs; monitors workflow; and reviews and evaluates work products, methods and procedures.
  • Implements and enforces statutes, policies, and administrative rules protecting the public health, including sanitation, communicable disease and medical, death investigation programs and animal codes; and ensures that the structure and personnel are in place to make emergency decisions to protect the public’s health under the authority of the State Health Division.
  • Creates a workplace that promotes the organizational values of workplace diversity, equity and inclusion and actively promotes an environment respectful of living and working in a multicultural society. Assists in creating a positive and supportive work environment; enforces a safe workplace; teamwork and communication.
  • Implements and enforces statutes, policies, and administrative rules assuring the structures and personnel are maintained to meet the statutorily defined role for the behavioral health and developmental disabilities divisions.
  • Develops and assesses procedures for compliance with policies, administrative rules, and statutes affecting public health and human services programs.
  • Negotiates annual budgets for programs with the State and federal departments and grant resources; and assigns supervision of contracts, budgets, and service negotiations with contract agencies; and directs or assigns the Assistant HHS director to supervise and review the drafting of grants and proposals across divisions and programs.
  • Assures the preparation of annual and periodic reports on department operations, program planning, and evaluations, and reviews quality of programs and services.
  • Directs and ensures the collection, compilation, and reporting of all health statistics and other data in accordance with State regulations; ensures the complete and accurate maintenance of all records, statistics and data required by the County and State or Federal departments; and provides reports to County, State or federal funding agencies as requested.
  • Reviews and provides input into legislative priorities affecting the department; and may work with state, federal or other program staff on policy and procedures development.
  • Performs a variety of public relations activities to stimulate interest in and provide information about Health and Human Services; and participates in meetings with the community and professional groups.
  • Ensures the development and administration of the HHS budget; directs the forecast of funds needed for staffing, equipment, materials, and supplies; monitors and approves expenditures; and implements mid-year adjustments.
  • Hires, trains, motivates, and evaluates personnel; provides or coordinates staff training; collaborates with employees to correct deficiencies; and implements discipline and termination procedures.
  • Provides high level and complex administrative support to the County Administrator and staff assistance to the Board of County Commissioners on health and human services issues.
  • Participates on a variety of boards and commissions; attends and participates in professional groups and committees.
  • Responds to and resolves difficult and sensitive citizen inquiries and complaints.

  • Work collaboratively with stakeholders and health partners to improve access to health care including behavioral health and general community health and wellness.

  • Coordinate department activities with government and community organizations.

  • Work independently and organize work priorities.
MINIMUM QUALIFICATIONS
  • A Bachelor’s degree (Master's Degree preferred but not required) in public administration, business, human services, public health, or a related field; AND six (6) years of progressively responsible experience leading cross-system, collaborative efforts, and complex change with at least four (4) years of which were in a supervisory or management capacity. OR
  • Ten (10) years of progressively responsible experience in a large, complex healthcare system, with at least four (4) years in a supervisory or management capacity.
ADDITIONAL LICENSES, CERTIFICATES, PHYSICAL ABILITIES, AND SPECIALTY REQUIREMENTS
  • Must be able to respond to emergencies or exercises at any time, except while on scheduled vacation or other approved leave. In addition, leaves may be canceled during emergencies.
  • Must successfully complete basic incident command system courses and participate in emergency response trainings as requested.
  • Must have the ability to arrange for timely transportation in order to attend required appointments and meetings at off-site locations.

Regular and limited duration full-time employees working 30 hours or more per week and job share employees are eligible for benefits beginning on the first of the month following employment. Job share employees are responsible for 50% of the premium. Part-time regular, variable hour, and temporary positions are not eligible for medical, dental, and vision benefits.
