The Chief Financial Officer (CFO) is responsible for overseeing the day-to-day operations of the finance department for a large multiservice agency. The CFO values the vision, mission and strategic direction of the organization and incorporates them into the daily functioning of the department s/he oversees.

REPORTING RELATIONSHIPS

The CFO reports to the CEO.

SPECIFIC EXPECTATIONS

Strategy/ Leadership

  • Serve as lead on all financial matters, including advice, counsel and direction on financial priorities and the financial impact of decisions, actions and events.
  • Foster a culture of support and collaboration amongst finance, program, development and other administration and support teams.
  • Develop short- and long-term financial goals and the means to achieve them.
  • Participate in the long- and short-term goal setting of the agency as well as the strategic planning process and the quality improvement process.
  • Ensures that the organization is prepared to effectively respond financially and administratively to NY State mandated changes in the provision of health and mental health services through managed care.
  • Work with the Chief Program Officer and Vice Presidents for various programs including but not limited to budgeting and planning.
  • Work with the Chief Operating Officer to build infrastructure and maintain enterprise-level business operations.
  • Work with the Chief Development Officer on private revenue planning, tracking and reporting.
  • Work with Assistant Vice President for Facilities Planning and Management on real estate mortgages and leases, facilities planning and development initiatives and capital projects.
  • Work with Human Resources on personnel processes and controls; with Quality Improvement on corporate compliance-related issues, and with all divisions on financial needs, resources and supports for services and operations.

Budgeting Planning, Preparation, Monitoring & Performance Reporting

  • Direct the annual budget development process in concert with the CEO and Senior Management team, and monitor operating results versus budget for all programs and operations.
  • Develop short- and long-range financial plans to ensure the financial viability of programs and operations, including policies, procedures, forecasts, scenarios, and system supports.
  • Oversee tracking of revenues and expenses, and submission of claims and reports to ensure maximum reimbursement and funder compliance.
  • Provide advice, counsel, training to program team, as needed.

Accounting, Fiscal Operations, Audits & Risk Management

  • Ensure that fiscal policies, processes and procedures promote efficiency, transparency, accountability, and customer service while maintaining appropriate internal controls.
  • Oversee timely, accurate and effective execution of core fiscal operations, including: accounting, accounts payable, bank reconciliations, timekeeping and payroll operations, purchasing, cash management, and investment reporting.
  • Maintain accurate and thorough financial data based on GAAP.
  • Oversee the preparation, analysis and presentation of regular financial reports for Sheltering Arms management, the Board of Directors, affiliates of fiscal sponsorship agreements, and external parties.
  • Coordinate audits by government funders and internal audits of fiscal operations.
  • Ensure regulatory and charitable filings. are completed accurately and on time, including but not limited to CHAR500, ACA and ERISA
  • Ensure the adequacy and appropriateness of information technology resources to support key financial processes and reporting.

Performance, Capacity & Accountability

  • Ensure best practices in all aspects of financial management, including appropriate alignment of financial functions and responsibilities and staff development.
  • Establish clear performance goals and measures for all financial processes and operations.

External Relations

  • Cultivate and maintain positive relationships with agency partners, including funders, vendors, industry-related groups, auditors, banking institutions, actuaries, and financial executives at peer organizations.
  • Participate in relevant trade organizations, working groups, conferences, and training opportunities to maintain visible presence and awareness of key trends and developments.

Experience

  • At least 15 years finance management experience at a Not for Profit
  • Seasoned, mature leader with exceptional judgement and proven record to provide strategic direction with an equal attention to detail.
  • Excellent analytic and accounting skills, and a desire to work in a dynamic environment.
  • Skills in change management, business process redesign, investment management, and systems implementation preferred.
  • An effective communicator at all levels in the organization, with strong oral and written skills, a collaborative and flexible style, a strong commitment to customer service, and the highest commitment to professionalism and integrity.
  • Creative problem-solver and fixer.

Job Type: Full-time

Pay: $100,000.00 - $200,000.00 per year
