The Position
Incumbent works under the direction of the Douglas County Health Director performing administrative, supervisory, and leadership activities assuring the successful achievement of the Health Department vision, mission, and program objectives.

Essential Functions

  • Support and articulate the Department’s core Public Health mission and vision; create and sustain opportunities enlisting others in a shared vision within the Department and community.
  • Serve as the Health Director in the absence of, or when assigned by, the Director.
  • Provide leadership contributing to a diverse, equitable and inclusive work culture.
  • Advocate for the understanding social justice in public health, social determinants of health, and the elimination of health disparities.
  • Maintain effective and efficient communication with the Health Director.
  • Provide administrative oversight of core public health functions/programs, communicating with the Director.
  • Supervise Budget and Finance staff and other assigned staff (e.g. selection, scheduling, training, performance evaluations, coaching, conflict resolution, personnel action).
  • Develop and update Department policies and procedures, monitoring for compliance.
  • Assist the Director in determining future needs, developing health programs, initiatives, work plans, and proposals for external funding sources.
  • Establish and maintain effective work relationships with clients, supervisors, County employees, elected officials, attorneys, law enforcement, other agencies and the public.
  • Comply with the Civil Service rules, collective bargaining agreements, County resolutions/policies, and applicable federal and state laws/regulations and local ordinances.
  • Assure the creation and maintenance of a cooperative, safe, respectful and quality work environment.
  • Monitor in conjunction with the Division Chiefs the various Section’s or Program’s progress in achieving goals, milestones, objectives and/or performance measures.
  • Coordinate and assist Director with execution of policy in the event of a public health emergency.
  • Consult with the Director of Human Resources to address any problems, concerns or other HR-related matters.
  • Assist the Director with obtaining and coordinating County public health needs research through review of reports, statistics, observation, discussion and surveys.
  • Analyze and prepare requested studies and reports, communicating results to the Director of Health.
  • Assist the Director and Board of Health in developing, implementing, and monitoring of the strategic plan.
  • Monitor State legislature bill introduction and progress, review and analyze impact, update Health Director and attend/present at hearings on behalf of the Director.
  • Provide general oversight of the Budget and Finance Section; coordinate with staff, Division Chiefs and Director in developing, presenting and adhering to the Department’s annual budget.
  • Ensure the professional development of the Emergency Response Coordinators, Budget and Finance employees and other direct reports (e.g. continuing education, training, and leadership).
  • Assist the Health Director and the Budget and Finance Manager in addressing budgetary issues.
  • Participate in community projects/activities focusing on key public health issues.
  • Attend seminars and continuing education to maintain professional status.
  • Safely operate a motor vehicle when required to travel on County business.
  • Perform other duties as directed or assigned.

Education and Work Experience and Other Requirements

  • Master’s degree from an accredited university of college in Public Health, Health Administration, Public or Business Administration, Nursing, or directly related field of study required.*
  • Eight (8) years of experience in a state agency or local public health department.*
  • Five (5) years of senior management experience, preferably in a state or local public health department, required.
  • Two (2) years of experience managing a budget in excess of ten-million dollars ($10MM) required.
  • Experience in labor negotiations preferred.
  • Valid driver’s license and own transportation at the time of hire and maintained throughout employment required.
  • Completion of a pre-employment criminal record check, and conditional offer drug screen required.
  • Equivalent education and experience may be substituted for these requirements on a year for year basis. A Bachelor’s degree is the minimum education required.

  • Work is performed in an office setting and occasionally at other locations. Noise level is usually moderate and occasionally loud. Work hours are typically standard day-shift hours; however, schedule will vary (e.g. evenings, weekends, additional hours, holidays, emergency call-in). Work involves exposure to potential biohazards, infectious individuals, and mechanical/electrical hazards. Work requires close attention to safety protocols. Work may be stressful when dealing with limited resources, multiple/changing priorities, time constraints, emergencies, and irate/threatening individuals.
  • Work requires some physical activity including extended periods of sitting and standing, frequent reaching and walking, occasional climbing, balancing, kneeling, bending, and walking on rough terrain. An incumbent must have the ability to frequently lift and/or carry objects weighting up to 10 pounds and occasionally up to 25 pounds.
  • Required sensory abilities include vision, hearing, and touch. Visual abilities correctable to normal ranges include close, distance, and color vision, depth perception, and the ability to talk and hear within normal ranges. Incumbent must possess the hand-eye coordination and manual dexterity necessary to operate computers and other equipment.
